Request for Expressions of Interest for Training of 6,000 Stage 2 Qualifiers of the 4th Edition of YouWiN! Business Plan Competition
The Federal Government of Nigeria has received financing from the World Bank towards the implementation of the Growth and Employment (GEM) Project, and intends to apply part of proceeds of the credit for the appointment of Four (4) qualified Consulting firms in 4 different zones across the country to train 6000 stage 2 qualifiers per zone (6,000) of the YouWiN! 4 Business Plan Competition (BPC). Each firm will train 1,500 YouWin! Qualifiers.
Objective of the Assignment:
The objective of this assignment is to support the 6,000 stage 2 qualifiers of the 4thYouWiN! BPC through training to develop fundable business plans which will increase their chances of success as entrepreneurs. Special attention will be focused on areas such as Marketing and Financial Planning to equip applicants for the next stage of the competition. Applicants at the end of the training should learn basic MSME management skills and have the ability to write a comprehensive business plan.
Scope of Services
The scope of work for this assignment will include the following tasks:
Task 1 – Development of suitable curriculum and training material
The selected firm will developed a robust curriculum based on international best practices, local content and lessons learned from previous editions. The training will focus on the following areas:
(i) Executive summary
(ii) Business description
(iii) Situation analysis, including a credible analysis of the business’s strengths, weaknesses, opportunities and threats
(iv) Analysis of the target markets and customer segments
(v) Analysis of the industry and market opportunities and threats
(vi) Competitive analysis
(vii) Marketing plan
(viii) Management and operational plans
(ix) Financial plan, including a realistic analysis of financial needs and the sponsor’s equity and cash contributions
(x) Risk assessment and contingency plans
Task 2 – Training of 2ndstage qualifiers
Conduct training for groups of not more than 250 candidates over a period of 3 days each in up to 24 locations across 4 different zones. A certificate of attendance will be given to each attendee at the end of the training.
Task 3 – Collection of Biometric Data
During the training, biometric data for each candidate will be captured with strict adherence to a unique Identification Number provided by the YouWiN! Secretariat. Each candidate will be screened (Federal Government issued identification such as National Identity Card, Driver’s license, Voters Card and Educational qualifications etc.) and recorded to validate his/her claims. After successful screening, Biometric data which includes 1) Facial photograph and 2) Finger prints for each candidate will be captured and stored in a format to be specified by the secretariat.
Submission of Expressions of Interest (EOIs):
Prospective consultants should submit their Expressions of Interest detailing the following information as basis for pre-qualification;
- Profile of firm/consortium including ownership structure and role of each corporate entity with full contact details of each firm.
- Staff of bidding companies should have proven track record in entrepreneurship skills developments and training for at least 5 years
- Ability to deploy a sizable team of qualified trainers to conduct multiple training events in several locations across the country simultaneously.
- Ability to develop bespoke training curricula to address the needs of different demographics and sectors
- Ability to physically deliver training to youth in different geo-political zones of Nigeria
- Evidence of excellent administrative skills relating to large complex development projects in Nigeria
- Extensive knowledge of the MSME sector and its opportunities in Nigeria
- Experience in World Bank and/or donor funded projects would be an added advantage
- Evidence of financial capability
Preference will be given to experience/expertise in:
- Project and consultant management.
- Experience supporting start up businesses in Nigeria across multiple sectors
- Gender and social development within development projects.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrower, Revised January 2011. Consultants may associate with other firms in the form of a joint venture or a sub consultancy sub consultancy to enhance their qualifications. A firm will be selected in accordance with the Consultants Qualification Selection (CQS) Method set out in the Consultant Guidelines.

Expressions must be submitted in five (5) hard copies (one original and four copies plus one CD Rom), in a sealed envelope clearly marked “Expression of Interest for Training 6000 of Stage 2 Qualifiers of the 4th Edition of YouWiN!
