Assignment Title: Mortgage Specialist
The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Nigeria Housing Finance Program, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
(i) Draft and coordinate the program’s mortgage policy implementation schedule;
(ii) Review and analyze operational systems and procedures relating to the mortgage lending function of the program;
(iii) Assist in recruiting other consultants and assess the quality of their input;
(iv) Provide advice on customer complaints;
(v) Provide input to the set-up of the mortgage assets registry;
(vi) Support the Project Administration Team (PAT) in the CBN, in implementing all aspects of the Housing Finance Project;
(vii) Assist the Secretariat of the Steering Committee (SSC) in preparing briefing notes and presentations relating to Housing Finance for the Ministry of Finance;
(viii) Prepare reports to the Project Steering Committee (PSC) on technical aspects of the program.
The initial period for the assignment is 1 (One) year with a possibility of extension.
The PAT on behalf of the Central Bank of Nigeria as the Project Implementing entity (PIE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
(i) The Specialist will have a university degree in finance, economics, business management or a comparable field;
(ii) The Specialist will have considerable experience in the financial sector with specific focus on housing finance;
(iii) The Specialist will have experience with the enabling environment of housing finance (e.g. land administration, legal environment) and the construction sector;
(iv) The Specialist will be able to communicate effectively among a variety of public and private stakeholders and work in a politically sensitive environment.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the individual consultant method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours: 9:00 am and 4:00 pm.
Expressions of interest must be delivered in a written form either through post or e-mail to the address below by 23rd February, 2015 between 9:00 am and 4:00 pm.
