Assignment Title: Mass Literacy Campaign on Nigeria Housing Finance Program
The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Nigeria Housing Finance Program, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
(i) Work with the Project Administration Team (PAT) to identify specific awareness needs regarding mortgage finance for the targeted groups;
(ii) Develop and produce mortgage finance literacy materials suitable for the targeted group;
(iii) Identify the most appropriate communications channels (e.g. print, radio, TV, mobile) to reach the target audiences;
(iv) Develop and produce for consumer education information on Mortgage guarantee products and Housing Microfinance scheme, targeted at low income group;
(v) Develop literacy materials (e.g. leaflets) on responsible lending in collaboration with participating financial institutions (Commercial Banks, PMBs & MFBs).
Specific Details of the Work Shall Include;
Development of Reading Materials
The consultant shall:
(i) Identify and propose relevant topics and print sample outlooks for various aspects of mortgage finance literacy campaign;
(ii) Prepare draft proposal for printed mortgage literacy materials to be reviewed and approved by the Project Steering Committee (PSC) prior to publication;
(iii) Small scale testing of the proposed materials with target groups;
(iv) Organize public awareness campaigns in collaboration with Secretariat of the Steering Committee (SSC) and PAT.
Development and production of Radio and Television Jingles
The consultant shall:
(i) Identify and propose relevant topics for the wider mortgage literacy program;
(ii) Prepare draft scripts on the basis of which radio or TV programs could be produced. In preparing the scripts, the Consultant is expected to propose the most effective format (i.e. drama, educational, or a combination of these formats, etc.) for communicating the messages to the target audience. Local contextualization is essential (e.g. the use of local languages including vernacular, appealing characters and storylines, local songs which stick to people’s mind, etc.);
(iii) Prepare draft scripts to be reviewed and approved by the PSC prior to airing them;
(iv) Prior to airing, the draft script should also be tested with members of the target audience i.e through focus groups and cognitive interviews) to ensure they are properly understood and to maximize their impact.
Development of Web-Based Publications
The consultant shall present to the PSC the form and contents of the web-based publications for review and approval. The literacy document will be hosted oil the websites of the Central Bank of Nigeria, Nigeria Mortgage Refinance Company and participating financial institutions.
Development of Materials for Sensitization Workshops
The Consultant shall present to the client materials for sensitization workshops of different target groups.
(i) Propose cost effective and efficient methods/techniques of delivering the program;
(ii) Propose an action plan for the delivery of Mortgage Literacy Program;
(iii) Propose a mechanism for monitoring and assessing the impact of the program including rigorous evaluation designs such as Randomized Control Trials, encouragement designs, etc.
The initial period for the assignment is 1 (one) year and might be renewable annually for the life of the project depending on satisfactory delivery.
The PAT on behalf of the Central Bank of Nigeria as the Project Implementing entity (PIE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The shortlisting criteria are;
(i) Key personnel of the firm should be qualified in the area of financial literacy, mass communication, business studies, psychology, marketing and advertising;
(ii) Key staff should have experience with the design and delivery of financial literacy and campaigns and possess professional certifications;
(iii) The firm should be registered with the relevant regulatory authority or professional body.
(iv) The firm should possess at least five years of experience in designing and delivering financial literacy programs
(v) The firm should, have experience in the successful production and delivery of financial literacy and education programs, and while mortgage literacy program experience is an added advantage.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the consultant qualification method set out in the Consultant Guidelines.
