Assignment Title: Land and Housing Program Expert
The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Nigeria Housing Finance Program, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
(i) Liaise with the relevant officials in the Ministries of Lands Housing & Urban Development at Federal and State levels including Federal Capital Territory (FCT) on issues relating to developing sustainable and affordable housing programs.
(ii) Work with relevant stakeholders and the Ministries in developing applicable building and housing standards.
(iii) Work with related projects and interventions (GEMs DFID), other development partners and donor agencies to access funding and technical assistance for the construction value chain.
(iv) Work with consultants to develop business plan, feasibility study and setting up of the Mortgage Assets Registry System (MARS).
(v) Liaise with the Ministries of Lands Housing & Urban Development at Federal and State levels for land digitization.
(vi) Work closely with the Central Bank of Nigeria (CBN), other, agencies, in collecting periodic data, on housing development, inputs supplies, house prices, employment, gender, ownership, rental, etc.
(vii) Liaise with Project Administration Team (PAT) quarterly, on the execution of the National Housing Finance Program (NHFP) activities.
(viii) Any other duties as may be assigned by the Coordinator of the Secretariat of the Steering Committee.
The initial period for the assignment is 1 (one) year with a possibility of extension.
The PAT on behalf of the Central Bank of Nigeria as the Project Implementing entity (PIE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(i) The candidate will have a university degree in either Economics, Finance or Building Construction related Engineering with 5-10 years cognate experience.
(ii) The candidate will have relevant experience in similar assignments.
(iii) The candidate will be able to communicate effectively in English language and should have strong writing skills.
(iv) Basic knowledge of computer automated working experience is assumed.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the individual consultant method set out in the Consultant Guidelines.
