Request for Expressions of Interest to Design, Develop and Host the New Website of the Bureau of Public Enterprises, Abuja
The Bureau of Public Enterprises, Abuja, is desirous of developing an innovative, modern and intuitive website which depicts its core objectives of Reforms, Reforms, Privatisation and Commercialisation through transaction departments/units. The new website:
(a) Should be innovative, creative, flexible and easy to use
(b) Should be structured, streamlined, visually and aesthetically appealing and should be able to facilitate online delivery of transaction information and search engine capabilities.
(c) Should include an on-line consultant registration portal
(1) Solicitation for Expressions of Interest
The BPE therefore seeks qualified, efficient and knowledgeable web design and development consultant(s) to develop and implement this new website.
The Consultant(s) shall possess, at a minimum, competencies in the following:
(a) HTML, XML, XHTML
(b) Java, JavaScript, ASP.NET; (c) SQL and MySQL databases; (d) ASP, PHP, CSS, SSL security technologies; and (e) Adobe Photoshop, Flash.
The time frame for this assignment is 60 days.
(2) Requirements
Expressions of Interest from prospective consultant(s) should include the following information as the basis for pre-qualification:
(a) Profile of the consultant(s) including technical details of their core business and years of experience
(b) Profile of Key personnel including qualification and experience in handling similar assignments
(c) Documentary evidence of similar assignments that has been executed
(d) Three years tax clearance certificate (2011-2013)
(e) Evidence of compliance with Pensions Act 2014 by inclusion of Certificate of Compliance from PENCOM
(f) Evidence of registration with CAC
(g) Evidence of Compliance with Industrial Training Fund (ITF) Act, 2010 by inclusion of Certificate of Compliance from ITF
(h) Bank draft in favour of The Bureau of Public Enterprises in the sum of N20,000
(i) References that can attest to successful completion of similar assignments
(j) Any other information that may show the consultant’s ability to carry out the assignment.
(1) After evaluation, only pre-qualified applicants will be issued Request for Proposal (RFP).
(2) No submissions outside the stipulated time will be considered. Interested applicants may obtain further information from the BPE from 8am to 5pm local time Monday through Friday for the duration of this advertisement.
(3) This is not an invitation to tender. The submissions will be made purely at the expense of the applicants and BPE is not obliged under any conditions to engage the services of any of the applicants.
(4) One original plus 5 copies (and a soft copy on CD/DVD) of the Expression of Interest must be submitted in a sealed envelope clearly marked “Expression of Interest for the Design and Development of Website” and delivered not later than 5.00pm on Monday, March 10th 2015 at the address below:
