This invitation for expressions of interest follows the General Procurement Notice that appeared in UN Development Business online, Issue No.637 of 11 March 2005.
The Federal Government of Nigeria has received a Credit of US$ 330 million from the International Development Association (IDA) toward the cost of the Federal Roads Development Project (FRDP) and intends to apply part of the proceeds to eligible payments for consulting services for the monitoring of a five-year Performance-Based Contract (PBC) for the maintenance of Enugu-Abakaliki-Mbok-Ikom-Mfum Road (Approximately 242 km) for which this request for expressions of interest is issued. The consulting services (“the Services”) will be provided to the Federal Ministry of Works through the Road Sector Development Team (RSDT).
The Enugu-Abakaliki-Mbok-Ikom-Mfum Road has recently been rehabilitated, and the selection of a contractor, under a PBC, for the maintenance of this road is underway. The PBC, to be monitored under the Services, comprises, but is not limited to, the following: maintenance of pavement surfacing and structure; maintenance of road shoulders; maintenance of roadside areas (removing obstructions and vegetation control); maintenance of bridges, culverts and drains; maintenance of traffic signs, guardrails, etc.
The Services will include the administration of the PBC and the verification of works and services to be performed by the contractor. Responsibilities under the Services include: (i) the review and recommendations related to the project documents prepared by the contractor; and (ii) checking and recommending payment certificates based on verification of the PBC service levels or works done and measured by various testing equipment, such as profile-meters and Falling-Weight Deflectometer.
The RSDT, on behalf of the Federal Ministry of Works, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:
(a) General qualification: Capacity of the Consultant to carry out the Services, to be demonstrated by sufficient years in business with core business in similar activities to those under the Services, annual turnover of the Consultant, and overall number and qualifications of Consultant’s key staff. A brief presentation of the Consultant’s profile shall be provided.
(b) Satisfactory experience and capacity in the monitoring and/or supervision of Output and Performance-based Road Contracts (OPRC), Performance-based Contracts (PBC), or similar types of road contracts. The Consultants are encouraged to present the information demonstrating the fulfilment of this criteria in the form of project profiles including: the project name, the location of the project, the name and address of the client/beneficiary, the name(s) of associated firm(s) if any, the duration of the assignment, the start and end date of the assignment, the total value of the contract, the total number of staff-months of the assignment, the value of the services provided by the Consultant under the contract, the number of professional staff-months provided by the associated firm(s), the names of the Consultant’s senior staff involved and functions performed, a brief narrative description of the project, and a description of the actual services provided by the Consultant’s staff under the assignment. The description of the services provided shall specify the type of roads and the works subject to the services, the length of roads, and the location of the roads.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultants’ Qualifications (CQS) method set out in the Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, January 2011. The Expressions of Interest should therefore be detailed enough to demonstrate that the prospective candidate has the required experience and competence relevant to the Services.
