EXPRESSIONS OF INTEREST
The Federal Government of Nigeria has received a credit facility from the International Development Association (IDA) under the World Bank towards the cost of Nigeria Electricity and Gas Improvement Project (NEGIP) and intends to apply part of the proceeds of this credit to payments under the contract for Consultancy Services for Environmental and Social Impact Assessment (ESIA) for the Proposed 330/132kV and 132/33kV Transmission Substations at New Kano in Kano and Biliri in Gombe, Kabba in Kogi, Abor (9th Mile) in Enugu States, respectively.
The consulting services (“the Services”) includes:
(1) Establish the physical location of the proposed project sites (via the use GPS, satellite images, maps and so on),
(2) Screening and Scoping of the proposed 330/132kV and 132/33kV Transmission substations sites at New Kano and Biliri, Kabba and Abor (9th Mile), respectively for potential adverse environmental and social impacts.
(3) Registration of the project with the Federal Ministry of Environment,
(4) Description of the proposed Project.
(5) Description of the Environment:
(6) Determination of the Potential Impacts of and Impacts on the proposed Project.
(7) Analysis of Alternatives to the Proposed Project.
(8) Development of the Project Environment and Social Management Plan (ESMP).
The approximate effort level for the assignment is 276 Man-Days to be completed within six (6) calendar months. The Terms of Reference (TOR) for the assignment can be accessed at www.nepapmu.org.ng
The Transmission Company of Nigeria – Project Management Unit (TCN-PMU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(i) A firm of Environmental and Social Impact Assessors with at least ten (10) years’ experience
(ii) Experience in the assignment of similar nature and complexity
(iii) Experience in the field of Environmental & Social Impact Assessment on projects funded by the World Bank
(iv) Experience in Electricity facilities
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January, 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
