This request for expression of interest follows the update of the general procurement notice for this project that appeared in UN Development Business issue of 27th April, 2012 and in Nigerian newspapers of 27th September 2012.
As part of Governments commitment to transformation of the Nigerian socio-economy landscape, a multi-sector project is being executed in Nigeria to mitigate the vulnerability to erosion and support the people as they relate to their land. The Nigeria Erosion and Watershed Management Project (NEWMAP) is an 8-year multi-sectorial and multi-scale program that targets states with acute gully erosion.
The project is involving many Federal and State Ministries, Departments and Agencies (MDAs), Local Governments, communities and civil Societies who are responsible for Planning Economy, Finance, Works, Agriculture, Water resources, Forests, Transport, Power, emergency response as well as those focused on climate and hydrological information or watershed/basin regulation. In order to achieve this, the Federal Government of Nigeria (FGN) has received a credit of US$500 million from the International Development Association (IDA) for the implementation of the Nigeria Erosion and Watershed Management Project. The Project is to address severe gully erosion problems in the short term, reduce vulnerability to soil erosion and climate variability in the medium term, and promote long-term climate resilient, low carbon development. NEWMAP will take an integrated watershed management approach to erosion that will address the interlinked challenges of poverty, ecosystem services, climate change, disaster risk management, biodiversity, institutional capacity and governance The Federal project Management Unit (FPMU) of the Nigeria Erosion and Watershed Management Project intends to use part of the proceeds of the credit for the engagement of an ombudsman.
Key Tasks
In line with the proposed objectives, the Government of Nigeria places the highest importance to inclusiveness towards implementation in the collaboration with range of stakeholders, including communities. An Ombudsman is required to design and develop the Grievance Redress Mechanism (GRM) system, move this into an operational state, support the FPMU and SPMU with the implementation/use of system. The Ombudsman is to also ensure that the system is integrated into project implementation arrangement. Lastly he or she will act as a mediator for all related GRM issues. A GRM will provide pathway for stakeholder to raise issues about project implementation and performance that are linked to governance and anti-corruption measures.
Objective
The NEWMAP Ombudsman service aims to be the dispute resolution service of choice for all project related activities. It seeks to serve NEWMAP communities/stakeholders by resolving disputes in a way people can trust by focusing on early resolution of conflicts, without breakdown of a relationship, and minimization of legal redress mechanism.
Qualifications
The ombudsman will be a person of high international recognition, impeccable integrity, great interpersonal skills, empathy and sound judgment with the following qualifications:
A minimum of first degree in any of the following fields i.e. Law, Sociology, and Philosophy, with a minimum of fifteen (15) years post qualification experience. A formal training in mediation and/or conflict resolution process. A Master’s degree will be an added advantage.
Submission of Expression Of Interests (EOIs)
Nigeria Erosion and Watershed Management Project (NEWMAP) now invite eligible persons (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short listing criteria are
(i) Evidence showing the record of successful dealing with broad range of civil society,
(ii) Evidence of previous working experience and knowledge of an ombudsman function,
(iii) Evidence showing experience with environmental and social issues,
(iv) Evidence showing knowledge and experience with international development organizations. For each previous assignments performed, the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution.
