Request for Expression of Interest: Advisor, Economic Regulation and Market Development
(1) Introduction
The Operator of the Nigeria Electricity Market (ONEM), under the framework of the Nigeria Electricity Industry, hereby invites suitably qualified Consultants to submit Expression of Interest for the provision of services as advisor on Economic Regulation and Market Development, The selection of Consultant would follow a two-stage process in which applicants would be shortlisted strictly on the basis of the eligibility criteria provided hereunder. Only shortlisted applicants will be invited to participate in the submission of a bid for the assignment.
(2) Instruction to Applicants
An Expression of interest may be submitted by individual applicants or companies that have met the minimum eligibility criteria listed in this publication. No joint ventures are allowed as firms are expected to have the internal capacity to provide the required level of professional service to ONEM without recourse to third parties. In the case of companies, the resume of the full time lead Consultant will be appraised for eligibility purposes.
(3) Eligibility Criteria
The Consultant is expected to provide real life support to ONEM in the area of economic regulation, development of the Nigerian electricity market, management and administration of the market fund and other related aspects of the power sector reform. It is therefore expected that Consultants must demonstrate verifiable experience of a working experience of no less than four (4) years in a fully developed competitive electricity market AND working knowledge and competence in respect of the Nigerian regulatory environment. Such local experience may include but not limited to capacity building for staff of the industry and provision of relevant consultancy service to key stakeholders in the power sector in: market design, governance; consumer and stakeholder engagement; system planning; system settlement administration; social action plans, tariff methodologies etc. Other requirements expected are as follows;
(a) Curriculum vitae (CV) of the individual; in case of a company, the Lead Consultant supported with a statement of suitability for the role.
(b) Notarized copies of academic and professional qualifications.
(c) University degree in Economics. A PhD; Master’s Degree; accounting designation or project management certification, would be a significant asset.
(d) Evidence of work experience in economic regulation from other developed electricity markets.
(e) Evidence of work experience in the banking and finance sector, with understanding of loan underwriting and asset and liability management.
(f) Verifiable evidence designing training products and manuals. A teaching qualification with recognition / accreditation by a reputable institution would be considered an asset.
(g) A minimum of 10 years’ industry experience is expected, to understand and interpret technical and legislative statues that govern the Nigeria Electricity Supply Industry (NESI) and to apply theoretical principles in resolving challenges in the industry.
(h) Excellent understanding of electricity generation, transmission, distribution and supply; economic regulation; contracts and projects management and system settlement administration.
(i) Verifiable experience contributing to policy formulation to agencies in the NESI to evidence excellent understanding of the role of the agencies and the challenges the privatized industry is facing.
(4) Tenure
The assignment is expected to be for a period of 24 months.
