Invitation to Tender (Technical and Financial) for the Execution of the underlisted Projects provided for in the 2014 Capital and Recurrent Projects
1.0 Introduction
1.1 The Electricity Management Services Ltd. a parastatal under the Federal Ministry of Power is desirous of executing projects approved under its 2014 Fiscal Year Appropriation by the Federal Government of Nigeria.
Accordingly, the company invites qualified, interested and eligible Contractors/firm to tender for the procurement of the following Goods, Works and Services:
Category A1 Consultancy Services
Lot 1. Consultancy Service for the Evaluation of IT Services in EMSL.
Lot 2. Preparation of II Standards and Policies for EMSL.
Lot 3. Selection, Design, Customisation and Implementation of an ERP for EMS (Accounting, HR System, Payroll, Audit and Inventory System).
Lot 4. Consultancy Services for Electricity Management Information System (EMIS).
Lot 5. Data Gathering, Processing and Analysis for Electricity Management Information System (EMS).
Lot 6. Archiving, Indexing, Management and Reporting.
Category A2
Lot 1. Establishment of Local Area Networks (LANs) in EMS Headquarters.
Lot 2. VSAT/Telecoms Equipment and Bandwidth Costs for EMSL.
Lot 3. Acquisition of EMIS Equipment and Development of a Management System.
Lot 4. Acquisition of Software Licenses (Operating Systems, Firewalls, Desktop Applications and Antivirus) for EMSL

Lot 1. Purchase of Office furniture.
Lot 2. Purchase of Computer Systems and Accessories.

Lot 1. Purchase of Heavy Duty Truck with Loading Crane, forklift etc.
Lot 2. Purchase of Working Tools for the three Central Stores.
Lot 3. Refurbishment/Repair of Crane Lorries and Pay Loaders.

- Purchase and Installation of Reference Standard Class 0.02 (Automatic Test Bench) and
- Purchase and Instillation of 3 Phase Automatic Test System with Integrated 3 Phase Voltage and Current Source and Reference Meter Class 0.05.

- Purchase of Mobile Test Equipment Class 0.05,
- Purchase of Snort Test Equipment,
- Purchase of Vibration Test Equipment.

- Purchase of Instrument Transformer Test Equipment with Reference Standard Current Transformer (CT) and Burden

- Repair and Re- commissioning of Calstart 400 Meter Test Bench Class 0.05.
Lot 5
- Purchase of Working Teds for the three Meter Test Stations.
Category C2
Lot 1. Purchase of New Machines and Test Equipment for Ijora Engineering Laboratory.
Lot 2. Repairs of Old Machines and Equipment at IjoraEngineering Laboratory.
Lot 3. Purchase of Working Tools for Ijora Engineering Laboratory.
Category C3
Lot l. Remodeling of Meter Test Station Oshodi, Lagos.
Lot 2. Renovation of the Central Workshop, Ijora.
Lot 3. Repairs old Machines and Equipment at Transformer Workshop.
Lot 4. Purchase of Industrial Equipment to Transformer Repairs Workshop
Lot 5. Purchase of Working Tools for Ijora Cental Workshop.
2.0 General Criteria
- Certificate of Incorporation/Evidence of Registration with the Corporate Affairs Commission (CAC), (forms C02 and C07);
- Evidence of Tax clearance Certificate for the last three (3) years (2011-2013) corresponding with declared turnover;
- Value Added Tax Registration Certificate and Remittance Proof;
- Evidence of Employee Open Retirement Savings Account (RSA) with Pension Fund Administrator (PFA) of choice;
- Evidence of Compliance with the Industrial Training fund Amendment Act 2011;
- Company Audited Account for the last three (3) years (2011 – 2013),
- Company’s Banker Evidence as to its Financial Capability;
- Company Profile and Technical Qualification/Curriculum Vitae of Key Personnel with Evidence of Experience on Similar Jobs; and
- Evidence of Experience in at least three (3) jobs of similar nature and complexity previously executed or currently being executed, with verifiable letters of Contract Award and Certificates of Completion where applicable.
3.0 Special Requirements:
Consultancy Services
- Evidence of Firm Registration with Relevant Professional Bodies;
- Evidence of Personnel capability including list of Key Professionals, Curriculum Vitae of each Professional and Registration with relevant Professional Bodies.
Works
- Evidence of Ownership or Access to Lease of Relevant Equipment Machineries etc.
- Possession of satisfactory Quality Assurance/ Quality Control Manual as appropriate
Goods
- Possession of satisfactory Quality Assurance/ Quality Control Manual as appropriate.
4.0 Bid Collection
For Bid collection, interested companies are expected to pay a non-refundable tender fee of N20, 000.00 in bank draft issued in favour of Electricity Management Services Limited for each of the lots on or after 30th June, 2014.
5.0 Submission of Tender Documents
All documents, containing Technical (one original and one duplicate) and one financial sealed in an envelope marked at the right hand corner indicating appropriate project title and lot number and name of bidder clearly written at the reverse side, addressed to: The General Manager (Procurement), Electricity Management Services Limited, No, 4, Dar Es Salam Crescent, Off Aminu Kano Crescent, Wuse 2, Abuja.
Closing & Opening Schedules
Closing of and opening of Submissions are arranged to hold same day as detailed below:
- Category A1: 20th August, 201 4: Closing 11 am/ Opening 12 Noon.
- Category A2: 20th August, 201 4; Closing 11 am/ Opening 12 Noon.
- Category A3: 21st August, 2014: Closing 11 am/ Opening 12 Noon.
- Category B: 25th August 2014: Closing 11 am/ Opening 12 Noon.
- Category C1: 26th August, 2014: Closing 11 am/ Opening 12 Noon.
- Category C2: 26th August, 2014: Closing 11 am/ Opening 12 Noon.
- Category C3: 28th August, 2014: Closing 11 am/ Opening 12 Noon.
The Opening will commence by 12pm each day respectively, after dating of submissions at the Company’s Headquarters, Abuja.
Please Note
- Contravening any of the conditions in paragraph 2 (i-ix) will lead to disqualification of Bid.
- This Advertisement shall not be construed as a commitment on the part of EMSL to award contract to any contractor, nor shall it entitle any contractor/supplier submitting documents to claim any indemnity from EMSL.
- EMSL reserves the right to take decisions on any of the documents received.
- No Contractor/Supplier/Consultant can win more than two lots in all.
