Invitation to Tender for the Disposal of Scraps and Obsolete Items/Materials/ Vehicles
Introduction
The Federal Ministry of Power wishes to dispose miscellaneous scraps and obsolete items/materials/vehicles across the country. Accordingly, the Ministry, in line with Public Procurement Act 2007, hereby invites interested, reputable and competent auctioneers to purchase and submit Bid Documents for the auctioning across the country.
Scope of Works
2.0 Description of Scraps/Obsolete Items/Materials/Vehicles to be Auctioned
The prospective auctioneers are to pick up a copy of the schedule after paving for the Bid Document.
3.0 Requirement for Tender:
Tenders should be accompanied by Certified True Copies of:
i. Statutory Requirements:
a) Evidence of Registration as an Auctioneer
b) A copy of Certificate of Incorporation of the company in Nigeria together with Memorandum and Articles of Association and Form CO7 showing list of directors and number of snares each has subscribed to:
c) Current Company Tax Clearance for the last three (3) years (2011, 2012 & 2013):
d) Up-to-date VAT Payment Certificate and evidence of VAT remittances for each Assets Auction Sale executed:
e) Evidence of compliance with the industrial Training Fund Amendment Act, 2011 by inclusion of Compliance letter from the industrial Training Fund;
f) Submission of PENCOM’s Certificate of Compliance, confirming Company’s fulfillment of its statutory obligations to the Employees, with respect to Pensions:
g) Any other statutory required documents.
ii. Technical Requirements:
a) Company Profile/Brochure which MUST show the location/address, of the head office, particulars of principal officers or contact persons, company telephone numbers, e-mail addresses and website.
b) Evidence of having successfully executed similar Assets disposal or Auction sales in the last three(3) years showing Names of Clients, Scope of Auction Sales, location and value of assets disposed, e.g. Letters of Engagement and evidence of completion.
c) Certificate issued by well known Auction Sales or Assets Disposal Standard Organization.
d) Photocopy of official payment receipt of Bid fee.
4.0 Mode of Payment of Tender
i. Obtain a non-refundable fee of N20, 000 (Twenty thousand Naira only) in Bank Draft issued in favour of “Federal Ministry of Power”
ii. Exchange your bank draft(s) with the official payment receipt at the Cash Office Section of Finance and Accounts Department, Federal Ministry of Power, 1st Floor, Annex III, Phase I, Federal Secretariat Complex, Abuja.
5.0 Collection of Tender Documents
Collection of Bid Documents showing detailed list of scraps and obsolete items /materials/vehicles according to the lots would be based on presentation of official payment receipt.
6.0 Inspection
The list of the scraps and obsolete items material/vehicles and their locations are available for inspection at the Headquarters as well as Business Units nationwide within the official hours of 8:00a.m. -5:00pm daily from Monday 21st April, 2014 to Monday, 2nd June, 2014.
Notes:
- Bidders are strongly advised to prepare their Tenders in compliance with this advertisement.
- Payment for Bid Document is non-refundable.
- The Ministry will verify the genuineness of all the documents submitted.
- Any Bid that does not meet the above requirements will not be processed.
- All information and communications in respect of this tender shall be in English Language.
- The Ministry reserves the right to reject any Tender NOT in line with laid down procedures without any liability.
- Final selection of successful auctioneers will be based on their legal status, experience, competitiveness of their referred prices for the items and the commission payable.

7. Completed tenders must be in two (2) separate sealed envelopes labeled “Technical” and “Financial” both put in a bigger envelop addressed as “TENDER FOR AUCTIONING OF SCRAPS” at the top right hand corner and addressed to:

To be delivered by HAND on or before 12:00 noon on 2nd June, 2014. Delivery through Courier will NOT be accepted. No excuses of whatever nature shall be entertained for late submission of documents.
