Invitation to Tender for the 2014 Abuja Metropolitan Management Council (AMMC) Capital Projects
The Abuja Metropolitan Management Council is inviting competent and interested companies to submit Technical and Financial bids for the 2014 Capital Or Recurrent Budgetary implementation.

Lot 2 Routine Maintenance & Security of Street Light Installation of Wuse I & II
- Pre-Qualification and Evaluation Requirements
(a) Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC). including Articles and Memorandum of Association of the company and up to date Annual returns with the CAC including forms C02 & C07.
(b) The Company must show evidence of the following:
(i) Photocopies of last (3) years (2011, 2012,2013) Tax Clearance Certificate, Identification Number (TIN) issued by the Federal Inland Revenue Services.
(ii) Photocopy of Value Added Tax (VAT) Certificate
(iii) PENCOM Certificate.
(iv) Certificate of Registration with Nigeria Civil Defence Service Corp (NCDSC) or Memorandum of Understanding in case of Joint Venture.
(c) Evidence of Contributions to the Industrial Training Fund (ITF).
(d) Evidence of Financial Capacity and Company Bank Statement for the lost six (6) months.
(e) Company resume detailing technical and personnel staff in company’s employment for the last two years, roles, designation, qualification, membership of relevant professional body (a) and years of experience in relevant project Copies of educational and professional certificates are to be attached and endorsed by the owner.
(f) Evidence of staff with relevant, professional, competence, certification and experience relevant to project.
(g) List and prove of having the Equipment to be used for the project and their locations, state whether the equipment arc on lease, hire or owned by the company.
(h) Evidence of execution and experience of similar work (s) done by the company, with contract sum and showing evidence of award, timely completion, and payment.
(i) A sworn affidavit to the effect that:
(i) The Company is not in receivership, insolvency or bankruptcy
(ii) The Company does not have any Director(s) who has been convicted by any court for criminal offence ii relation to fraud of financial impropriety
(iii) No present or former Director of the Company is a shareholder or has any pecuniary interest in any of the relevant Committees of FCTA or Bureau for Public Procurement (BPP).
(iv) All the documents submitted for the pre-qualification bid are not only genuine but correct.
(j) A chat indicating the number and categories of Nigerians that are to be employed by the company as a result of this project.
(k) Evidence of compliance with the Employee’s Compensation Act (i.e.) Remittance of 1% of the total emolument of your workers to the Nigerian Social Insurance Trust Fund (NSITF).
(l) Audited Accounts of the Bidder for the last three (3) years duly endorsed by a firm of Chartered Accountants and evidence of its acceptance by the Board of Directors of the company.
(m) Letter authorizing FCTA or her representative(s) to conduct due diligent on all documents presented.
(n) The terms of reference in the bidding document shall also constitute part of the evaluation of bids.
(o) Company’s policy on Community Social Responsibility with verifiable evidence.
(p) Certificate of Registration with National Environmental Standards and Regulations Enforcement Agency (NESREA) for construction projects.
(3) Collection of Tender Documents
Interested companies should collect tender documents from the Abuja Metropolitan Management Council, Procurement Unit. Room 111, No. 2 Juba Street, Zone 6 Wuse-Abuja upon the presentation of evidence of payment N20,000.00 (Twenty thousand naira) only non-refundable tender fee in FCTA Account no. 051503010000426 with Fidelity Bank Central Area-Garki.
(4) Submission
The pre-qualification and tender documents should be submitted in a Hard and an Electronic copy (PDF format CD) be sealed and labelled (Technical and Financial Bids as appropriate) separately and the two envelopes should
put in another envelope that should also be scaled and labelled: “Tender for…………(Lot No. and the Department)” the tender documents (Financial Bid) should be submitted in three (3) copies (one original and two other copies) and all pages must be duly endorsed by the bidders and failure to do this will lead to outright objection.
Completed Tender Documents Should be Addressed to:

Abuja Metropolitan Management Council. Procurement Unit, Room 111. No. 2 Juba Street. Zone 6 Wuse-Abuja and dropped in the Tenders box stationed in the Procurement Unit, within the hours (9:00am to 4:00pm).
(5) Closing Date
All submissions must be received at the address on or before 12:00noon on Monday 29th December, 2014 All bids will be publicly opened on the same day at the Conference Room of Abuja Metropolitan Management Council. No. Juba Street. Zone 6 Wuse-Abuja by 12:00noon in the presence of Bidders or their representatives.
(6) Please Note
(i) Contractor without item abc listed in paragraph 2 above need not apply as this shall lead to rejection of bid.
(ii) Contractors are advised to bid once, multiply Bid will lead to disqualification.
(iii) Please note that this advert is not an offer and the Abuja Metropolitan Council reserves the power to reject or accept a non-compliant bid without responsibility to the Tenderers.
(iv) Late submission will be rejected.
(v) Originals must be produced by the Company for sighting during the process.
(vi) The photocopies of professional certificates arc to be initialed, endorsed by the owners and professional seal mum be affixed on the professional certificates.
(vii) The Authority pledges lair and equal treatment of all bidders but m not bound to shortlist any bidder and reserves the right to annul the selection process at any time without incurring liabilities
(viii) Tenders’ Register must be signed on the submission of Tender(s).
(ix) Jobs from N50m (Fifty Million Naira) and above must be accompanied with a bid security of 2% of bid price.
(x) The Authority shall carry out Due Diligence on the Companies to verify claims included in their submissions.
(xi) Interested members of the public especially representatives of Civil Society Organisations (CSOs) are by this notice invited to witness the opening of Tenders but shall adhere to the Code of Conduct for Public Procurement Observers issued by the Bureau of Public Procurement (BPP).
