Invitation to Participate in the Development, Operation and Management of Transportation Facilities and Licensing to Provide Services Through a Third Party Agreement/Outsourcing with the Federal Capital Territory Administration (FCTA)
The Federal Capital Territory Administration (FCTA), through the Transportation Secretariat is inviting competent and interested firms to participate in development, operation and management of Transportation facilities and licensing to provide services through Third Party
Agreement/Outsourcing arrangement in the FCTA. The projects will be procured via competitive bidding through one stage procurement.
Thus pre-qualification and RFP will be submitted at the same time. The projects are:-
(A) On-Street Parking
Scope of Services and Operation:
Interested firms that meet the qualification criteria will be licensed by the Transportation Secretariat to operate on-street parking in the FCT. Licensed operators are expected to manage the district licensed to them in line with FCT Road Transport Regulations and international standards.
A potential operator will clearly itemize its obligations as a licensee as well as a detailed worksheet of envisaged average monthly revenue and the percentage of the revenue that will be remitted to the FCTA through the Administration’s transportation ticketing platform. The maps of the districts and requirements for licensing are to be collected from the Transport Secretariat by intending bidders.
(B) Electronic Ticketing
Scope of Services
The firm is expected to design a multi-modal multi-Channel integrated electronic ticketing management solution for the FCTA transport services. Thus the payment solution will integrate bus, rail, parking and any other payment that will arise as a result of using transport and parking facilities in the FCT. The firm is expected to employ the latest technology in this regard that is reliable and employs the latest security controls. The firm should describe fully the system architecture and the type of payment tokens that is proposed to be used. The system should demonstrate the ability to manage multi-modal and inter-modal transit system. Payment tokens supported must include NFC disposable, reloadable payment tokens as well as EMV Contactless Cards from all major card international and domestic card brand issued in Nigeria. The firm should provide detailed information on the payment and IT infrastructure to be deployed, and such description should include a comparison with a state of the art infrastructure deployed in case study country. The firm should provide information on the installation requirement, management and control centers, maintenance and training programme etc. The firm must also provide information on partners they intend to work with and include reference sites indicating track record of such a partner.
Any Warranties covering hardware from the Original Equipment Manufacturer (OEM) to be deployed must be clearly articulated.
(C) Auto pond.
Scope of the Project
The project is to be developed through contract financing approach for the design, development and operation of the facilities. Sourcing funds for the development of the facility by any competent and interested developer is purely the responsibility of the prospective firm. The firm is expected to provide perimeter fence, office space, security and other ancillary structure to the facility. The primary obligation of the auto pond manager is to keep impounded vehicles inline with the government revenue collection policy.
The firm should state in detail also the management operations model, equipment and the information and communication technology it intends to deploy at the proposed auto pond. Furthermore, the firm in addition to the provisions of the FCT Road Transport Regulation 2005 & 2015 should state other revenue generating sources envisaged from the auto pond management.
(F) Bus Terminals
Scope of the Project
(a) Development and Management
The projects are to be developed through contract financing approach for the design, development and operation of the facilities. Sourcing funds for the projects for the development of the facility by any competent and interested developer is purely the responsibility of the prospective firm. The firm is expected to provide terminal buildings, parking spaces for buses, exit and entrance arrangements, circulation areas, security and other ancillary structure to the facility.
The firm should state in detail the type of security to be deployed, management operation and the information and communication technology it intends to deploy at the proposed terminal. Furthermore, the firm should state other type of activities from which revenue would be generated in the terminal
(b) Management Services
The existing facilities are expected to be managed by competent firms whose main obligation is develop a management structure for the facilities in line with FCT Road Transport Regulations and international standards. The firm is to indicate the type of management system to be deployed, manual or automated, and showcase how the subsystems are integrated and interacting. These subsystems are the access control, management of departure gates, displacement of information, communication with users, security etc.
A potential operator will clearly itemize its obligations as a licensee as well as a detailed worksheet of envisaged average monthly revenue and the percentage of the revenue that will be remitted to the FCTA through the Administration’s transportation ticketing platform.
(G) Financial Proposals
Firms bidding for Auto Pond and terminals are expected to carry out financial analysis of the project indicating their break-even point, revenue sharing proposal and economic indicators of the project.
(2) Method of Application
Interested firms must be able to demonstrate capacity of management and investment for the project being bidded for. They are to forward copies of the following documents and originals made available for sighting during the bid opening: –
(i) Evidence of registration with Corporate Affairs Commission (CAC), and Memorandum and Article of Association with complete up to date returns with the CAC.
(ii) Tax Clearance for the last three (3) years.
(iii) Companies Audited Account for last three (3) years prepared by a Chartered Accounting Firm.
(iv) Evidence of Registration with and remittance of pension fund to the National Pension Commission in compliance with the provision of the Pension Reform Act.
(v) A reference letter from a reputable Nigerian Bank (original) stating the financial capacity of the company.
(vi) Company profile showing list of key personnel officers to be used for the project stating their roles, designation, qualification and experience. Enclose photocopies of professional certificates where applicable.
(vii) List of equipment to be used for the project and their locations. State whether the equipment is on lease, hired or owned.
(viii) Sworn affidavit in line with the provisions of Part IV, section 16, sub-section 6 (e-f) of the Public Procurement Act, 2007.
(ix) Firms indicted by a law court need not apply.
(2) Submission of the Bid Documents:
The bid documents should be submitted under two headings, 1. Pre-qualification documents, and 2. Bid documents. The prequalification documents should be arranged in the order of the stated criteria and should be loose-bound and submitted in duplicate and clearly marked for proper identification, indicating the Project Name. The bid document is expected to have the technical and financial bid submitted in duplicate. The documents are to be dropped in the Tender Box at: FCTA, Transportation Secretarial, Department of Bus Rapid Transit &Transport Regulation, 5th Floor, Reinsurance Building, CBD, Garki, Abuja on or before 3.00 pm, on 4th May 2015. Prequalification and bidding opening will take place immediately by 3.00pm.
Note:
(i) No company is allowed to apply for more than one project/district, if a company is found to have applied for more than a project, the company will automatically be disqualified.
(ii) Firms are expected to indicate the project/district for which application is being made.
(iii) Originals of documents for items i, ii, iv must be produced for sighting during the bid opening exercise.
(iv) Failure to submit the documents under items i, ii, &iv above would be considered non-responsive and automatically disqualifies any firm.
(v) Please, note that due diligence will be conducted.
(vi) Interested members of the general public, especially Civil Society Organizations are invited to attend the opening exercise but shall adhere to the Code of Conduct for Public Procurement Observers issued by the Bureau of Public Procurement.
(vii) Companies representatives are to come along with a letter of introduction indicating name, rank, and sample signature to the venue of the opening exercise
(viii) This advertisement shall not be construed as a commitment on the part of Transportation Secretariat, nor shall it entitle responding firms to seek any indemnity from Transportation Secretariat by virtue of such firm having responded
(ix) Companies wishing to go on Joint Venture should indicate clearly the lead firm.
