Phased Rehabilitation Programme for the Rehabilitation of Crude Oil Storage Tank 50TK01F – Pre-qualification of Prospective Contractors
Introduction:
Port Harcourt Refining Company Limited is a subsidiary of the Nigerian National Petroleum Corporation (NNPC). The company comprises of two Process Plants:
(1) A 60,000 BPSD Hydro Skimming Plant known as Old Port Harcourt Refinery (OPHR) and
(2) 150,000 BPSD Refining Plant known as New Port Harcourt Refinery (NPHR)
Purpose of the Project:
The Nigerian National Petroleum Corporation (“NNPC“) wishes to carry out rehabilitation of a 60,000m’ (64m diameter x 21m height) crude oil storage tanks at Part Harcourt Refining Company Limited. The tank requires total rehabilitation due to defective parts as found during major inspection. The rehabilitation is to bring back the tank to a serviceable condition (within a reasonable frame of time) for the purpose of increasing the availability of storage facility for crude oil.
Proposals are therefore invited from reputable Companies, for the Rehabilitation of the tank.
Scope of Work:
This shall include but not limited to the following
(1) Provision of 4184m2 of 6mm thick carbon steel plate to replace the entire bottom plate excluding the annular ring;
(2) Provision of 2092m2 (5mm thick) carbon steel plate to replace the corroded portion of the roof centre deck;
(3) Provision of 20m2 (6mm thick) carbon steel plate to replace the corroded base plate of the rolling ladder rail system;
(4) Provision a complete new fire resistant liquid- filled tube seal to replace the existing mechanical (Neoprene) seal;
(5) Replacement of 2 Nos. mixers with complete new ones, inclusive of explosion proof local control stations (4 Nos. 2 per mixers);
(6) Carrying out soil test of the tank foundation to determine extent of contamination/deterioration and replace the soil to the depth as per original construction;
(7) Carrying out foundation survey to determine current settlement level;
(8) Dismantling of all swivel and flange joints of the three drain line system of the tank. Cleaning and servicing of the components;
(9) Assembling the component of the roof drain line and subject the lines individually to hydro test at 5kg/cm2 for duration of one hour and effecting repairs if any;
(10) Dismantling of all associated valves of the piping connections, servicing and re- installation;
(11) Re-levelling the tank foundation to ensure no retention of water in the annular plate region;
(12) Provision of materials and fabrication of hand rail round the wind girder plate;
(13) Sand blasting and painting of entire shell and roof externals;
(14) Sand blasting and painting of entire floor plate and first shell course internal;
(15) Sand blasting and painting of Spiral stairways, safety hand rails, gaugeris platform, Cat walks, Wind guider, Rolling ladder and associated rail system;
(16) Provision of Cathodic Protection of the bottom plate using impress current;
(17) Execution of relevant NDTs (X-Ray, DPT, Vacuum Test etc.) on all repairs;
(18) Recalibrating the tank after completion of the tank rehabilitation;
(19) Any other job/activity as contained in the BOQ.
Collection of Bid Documents
Ah companies wishing to express their interest to bid for this project shall collect the tender documents upon payment of a non-refundable bid fee. of N250,000.00 (Two hundred and fifty thousand naira only) with a Bank Draft to the PHRC.
Qualification Requirements for the Bidders
By this publication, the PHRC hereby invites competent, reputable and experienced Engineering Contractors to bid for the required services. Interested companies should submit competitive Commercial bid with Technical bid documents detailing their Company’s capabilities, relevant experience and financial status. Potential contractors (with relevant experience only) will have an advantage over others upon submission of the following documents (failure to do so leads to automatic disqualification):
(1) Evidence of incorporation in Nigeria.
(2) Full details of company profile Including Nigeria Shareholding, Certificates of Incorporation, certified true copies of Memorandum and Articles of Association and Corporate Affairs Commission (CAC) form C 07 in Nigeria, complete with authorised signatures attested by Board resolution by directors In case of limited liability company or an attested copy by the shareholders of the company in case of partnership firm by approved notary.
(3) In case of Joint venture, agreements if any should be legally /technically valid and certified true copy should be enclosed and separately sent by the Joint venture partner from offshore direct to the MD, PHRC confirming the interest and validity of ; Joint venture from country of Joint venture by registered post
(4) Proof of Company’s financial capabilities, Including audited accounts for the last three (3) years, along with corresponding tax clearance certificates (Yearly Turnover of at least N1.5Blllionfbr the last three years).
(5) Copy of current Department of Petroleum Resources (DPR) registration certificate in relevant category to operate as a contractor in the oil Industry
(6) Certificate of current registration with NIPEX.
(7) Evidence of current registration with ITF.
(8) Evidence of current registration with PENCOM.
(9) Evidence of current registration with NSTTF (where applicable).
(10) Bank reference (s) from reputable bank (s).
(11) Value Added Tax (VAT) registration and evidence of past VAT remittance (Evidence of 13 years Tax Clearance).
(12) Organizational structure and available work force (with proposed organisational chart for this specific project and verifiable CVs with relevant experience).
(13) Company’s CASHES and QA/QC policy Including proposed plan for this specific project.
(14) Relevant and verifiable cognate experience with NNPC, or other organizations, on similar work involving welding and fabrication in the past five (5) years stating the:
(i) Title of projects)
(ii) Brief description of projects)
(iii) Client(s)
(iv) Scope of work performed
(v) Date of award of contracts)/ contract value
(vi) Contractual period for execution of project
(vii) Actual period of execution/completion certificates
(viii) Reasons for discrepancies between (vi) & (vii) above if any
(ix) Nature of contract (fixed lump sum, reimbursable, etc.).
(x) Name and address of a referee in Client Company for each project indicated (provide telephone numbers, fax and e-mail address for quick reference).
(15) List and evidence of equipment and technical capability required for this job.
(16) Proposed delivery and payment terms for the work or project.
(17) Nigerian Content
- Evidence of presence in Nigeria.
- Plan indicating utilization of Nigerian Materials, goods, Services and Manpower including COREN certified personnel.
- Established presence in Nigeria including investments) and plan for training /transfer of technology to Nigerians.
(18) Any additional Information that would enhance the potentials of the company.
(19) Only proposal from relevant experienced Engineering and construction firms with financial capability and sound technical knowledge shall be considered for commercial evaluation.

Important Information
You should provide PHRC with a letter of Authority to investigate all claims made especially as it relates to your previous relevant experiences.
Please note the following:
(1) Bids collected shall be opened immediately after the bids closing date.
(2) The commercial bids of any company that failed to satisfy technical bid conditions will not be open for evaluation and therefore stand disqualified.
(3) PHRC reserves absolute discretion and right to either accept or reject any documents and it shall not be required to assign a reason for refusal to open your bid or to enter any correspondence concerning the selection of any contractor for the services.
(4) All exist incurred by you as a result of this bidding exercise and any subsequent request for information shall be, at your expense.
(5) The inspection of the job at PHRC site commences from the day of this publication on TUESDAYS & THURSDAYS (between 10am to 3pm) within the first two weeks.
(6) All the interested companies shall pay a non-refundable bid fee of N250,000.00. (Two Hundred and fifty thousand Naira only) to collect the bid documents.
(7) The Bidding exercise and any related process neither creates any commitment by PHRC nor establishes any legal relationship.
