Invitation to Submit Expression of Interest (EOI) for Appointment as an External Auditor
The Federal Capital Territory Administration (FCTA), through the FCT Audit Department has provision in the FCT 2015 Statutory Budget proposal for the Engagement of External Auditors to Audit the Accounts of some Secretariats, Departments and Agencies of the FCT and intends to use part or whole of it to fund the project. Interested, competent and reputable Chartered Accounting Firms are hereby invited to submit Expression of Interests for the Auditing of some Secretariats, Departments and Agencies (SDAs). Interested Firms must have cognate experience in public sector accounting and familiar with FCT environment. Knowledge of International Financial Reporting Standards (IFRS) is also essential.
(A) The FCTA Secretariats, Departments and Agencies to be audited are as follows:-

Lot 2 FCT Christian Pilgrims Welfare Board
Lot 3 Directorate of Road Traffic Service (DRTS)
Lot 4 Education Resource Centre (ERC)
Lot 5 FCT Scholarship Board
Lot 6 FCT College of Education, Zuba
Lot 7 Abuja Metropolitan Management Council
Lot 8 Abuja Infrastructural Investment Centre
Lot 9 Satellite Towns Development Department
Lot 10 FCT Emergency Management Department
Lot 11 Department of Quantity Assurance (formerly DPI)
Lot 12 FCT Health Insurance Scheme
Lot 13 FCT Agency for Science & Technology
Lot 14 Agency for Mass Education
Lot 15 Abuja Environmental Protection Board (AEPB)
(B) Scope of Services:
The scope of services includes but not limited to the following:
(i) Carry out a Review of organizational structure, operation and environment, Vision and Mission, factors affecting operations such as environment, Government Policies and relevant Laws etc.
(ii) Review of Accounting System and Internal Controls in order to assess adequacy as a basis for the preparation of the financial statements.
(iii) Review of Financial Statements to ensure compliance with relevant accounting standards, organization’s establishment law/act, financial regulations and government Circulars etc.
(iv) Review of Accounting Policies for appropriateness, consistency and adequate disclosure.
(v) Carry out Transaction Review of financial operation through tests and enquiries as deemed necessary for the purposes of the audit.
(vi) Examine compliance with Public Procurement Act in the Procurement of Goods and Services.
(vii) Carry out any relevant task as may be professionally required and proffer appropriate recommendations.
(viii) Carry out the resource auditing to justify the judicious utilization of funds released to Secretariat, Department and Agency.
(C) Requirements for Submission of Expression of Interest
Interested Auditors are required to submit application, enclosing the following:
(i) Evidence of Registration with Corporate Affairs Commission (CAC) and Articles of Memorandum of Association.
(ii) Tax Clearance Certificate for the last three (3) years expiring December 31st 2014.
(iii) Evidence of compliance with PENCOM reform Act in accordance with Section 16(1) d of PPA 2007 in terms of current and valid PENCOM Certificate.
(iv) Evidence of ITF contributions in compliance with section 6 (2) of the Industrial Training Fund Amended Act 2011.
(v) Corporate Registration with ICAN/ANAN.
(vi) Evidence of registration with office of Auditor-General of the Federation.
(vii) Company Profile and List of names of Key personnel to be deployed for the service, stating their designation, qualifications and experience. Enclose photocopies of professional certificate of the firm and its personnel and Curriculum Vitae (CV) where applicable.
(viii) Evidence of up-to-date returns with CAC (2013).
(ix) Evidence of Registration with the National Data Base of Contractors, Consultant and Service Providers by the Bureau of Public procurement (BPP) in line with section 5(h) and 6(1)(f)
(x) Verifiable documentary evidence of similar services successfully rendered within the last five (5) years.
(xi) Audited Accounts for the last three (3) years by a Chartered Accounting Firm (2011.2012.2013).
(xii) Bank statement of the Company for the last 12 months and reference letter from a reputable bank.
(xiii) Sworn affidavit in compliance with the provisions of Part IV section 16, sub-section 6(c, e and f) of the PPA 2007.
(D) Submission and Opening of EOI
The Expression of Interest (EoI) documents must be arranged in the order of the criteria stated above and loose-bound. Three copies of the EOI Documents (one original and two copies) should be clearly marked at the right hand corner boldly written “Expression of Interest for the Auditing of…………………..(Lot….)” and addressed to the Secretary, FCT Tenders Board, FCTA Secretariat, Area 11, Garki-Abuja.
The sealed EoI Document should be dropped in the Tender Box in Room 043, First floor, Block B, FCTA Tenders Board Secretariat, Area 11, Garki-Abuja on or before 12:00 noon on 10th March, 2015. The representative of the bidding companies and interested members of the public are invited to witness the opening of EoI Document on the same day immediately after close of submission at Room G9 (Akinola Aguda Hall), Archives and History Bureau No. 5 Peace Drive Area 11, Garki – Abuja.
Please Note that:
(i) Late submission will be rejected
(ii) Failure to satisfactorily fulfill the conditions as requested above will result in the invalidation of such EOI.
(iii) FCTA reserves the right to verify the authenticity of claim(s) made by interested firms and to reject any submission based on unverifiable information.
(iv) Only shortlisted firms will be invited for further Tendering process.
(v) A company is not allowed to bid for more than one (1) lot. Company (ies) that violates this rule shall automatically be disqualified.
