Invitation for Submission of Pre Qualification Proposal for Award of Contracts for Erosion and Flood Control Projects
Introduction
Ecological fund office is under the office of the secretary to the Government of the federation, located at three arms zoneShehu Shagari Complex, Abuja.
The office in pursuance of its statutory responsibilities, intends to execute the underlisted projects. In this regard, the office invites competent, qualifiedand well structured companies with proven capability in the construction industry to submit proposal for prequalification for the underlisted projects;
Project Lot, Title and Location
Lot 1. Sand dune stabilisation in Jigawa State (30Ha) and Yobe State(4 Ha);
Lot 2. Sand dune stabilisation in Borno State (30 Ha);
Lot 3. Model Village Development in Adamawa and Gombe States;
Lot 4. model Village Development in Bauchi and Kano States;
Lot 5. Model Village Development in Sokoto and Zamfara States;
Lot 6. Range land Development in Katsina State;
Lot 7. Range land Development in Kebbi State
Lot 8. Provision of Public Conveniences in Kano;
Lot 9. Provision of Public Conveniences in Onitsha;
Lot 10. Provision of Public Conveniences in Ibadan;
Lot 11. Procurement of Waste Management Equipment/trucks and Vehicles
Consultancy Services:
Lot 1. Assessment of Distribution and Severity of Desertification in Nigeria
Lot 2. Development of Drought early warning system
Lot 3. Public Awareness/ Enlightenment through Schools and Environmental Clubs
Mandatory Requirements:
Evidence of incorporation with the Corporate Affairs Commission
Evidence of current Tax Clearance Certificate for the last three (3) years with Tax Identification Number (TIN);
Evidence of current Pension Clearance Certificate issued by PENCOM for participation in the contributory pension scheme.
Evidence of payment of Training Contributions Funds(Evidence of Certificate of Compliance issued by the industrial training fund (ITF).
Evidence of Compliance with the Employees’ Compensation Act ( certificate of compliance from the Nigerian Social Insurance Trust Fund (NSITF)
Evidence of Registration on the National Database of the Bureau of Public Procurement as a Contractor (Interim Registration Report IRR) to be attached)
Evidence of particulars of Company Directors and Annual Return to Corporate Affairs Commission
Evidence of VAT Registration; and
Audited Account of the Company for the last three (3) years duly endorsed by a firm of Chartered Accountants.
Evaluation Requirements:
1. Verifiable documentary evidence of similar jobs successfully executed/on-going within the last three (3) years;
2. Evidence of technical capability :Verifiable evidence that the bidder has the requisite equipment required to execute the project under consideration,
3. Evidence of verifiable financial capability: Evidence of working capital and capability to finance substantial part of the project directly or through a credit facility which must be supported by documentary evidence and to be confirmed by a reputable Bank in Nigeria;
4. Information on the organisation’s technical capacity and brief summaries of the key professional personnel to be involved in the Project, particularly their experience that directly relate to the needs of the assignment/works(relevant professionals certificates e.g. COREN, ARCON, CORBCON etc. to be attached, applicable to Works and Consultancy Services only);
5. Evidence of similar works/assignments carried out, including brief description of the projects executed, methodology, client, budget and project start/end dates;
6. Evidence of technical capability and manufacturers’ accredited representative in Nigeria (applicable to all specialised equipment)
7. A concept note on the assignment that describes in details the methodology and work plan on how to conduct the assignment if selected (applicable to Consultancy Services only);
8. A sworn Affidavit that the Company is not in receivers 4 hip/bankruptcy and that none of its Directors has been convicted for any criminal offence relating to fraud, financial impropriety, misrepresentation re resentation or falsification of acts relating to any matter.
9. Original copies of documents listed in i a v above must be presented on request for sighting
Method of Submission
All documents for prequalification in respect of all tots must be submitted in separate envelopes clearly marked ‘prequalification’ for Lot (specify relevant lot of interest) and return on the dates specified for closing in 4.0 below to the Secretary, Tenders Board, Office of the Secretary to the Government of the Federation, Room SF 18, Second Floor, Main Building, Shehu Shagari Complex, Three Arms Zone, Abuja.
Closing/Opening
Closing date for the submission of prequalification documents is 12th January, 2015 by12.00 noon.
Opening of prequalification, Documents for all lots shall be on 12th January, 2015 at 12.30pm at the Conference Hall, Ground Floor, Office of the secretary to the Government of the Federation, Shehu Shagari complex, Three Arm Zone, Abuja.
General Information
1. Contractors seeking any clarification should contact the secretary Tenders Board, Office of the secretary to the Government of the Federation Room SF 18, second floor main building, Shehu Shagari Complex, Three Arms Zone Abuja.
2. This notice shall not be construed to be a committment in the part of the EFO to award any form of contract to any respondent nor shall it entitle any company to claim any indemnity from the Office.
3. All claims made by applicants may be verified and any company whose claim are found to be false shall be disqualified and sanctioned in line with the provisions of the Public Procurement Act 2007.
4. Contractors who have worked for this office and have history of poor performance, abandonment or unneccessary delay in contract execution and unsatisfactory record need not apply.
5. Non compliance with the instructions given will lead to disqualification.
6. Companies shall not apply for more than one project
7. Only prequalified bidders will be invited to submit Tenders for the respective projects after payment of non refundable Tender fee of Twenty Thousand Naira (N20,000).
