Invitation for Submission of Technical and Financial Bids for MDG 2014 Special Projects (Goods)
1.0 Introduction
The Federal Government of Nigeria through the Office of The Senior Special Assistant to the President on Millennium Development Goals (OSSAP- MDGs) (Special Projects Unit) wishes to invite qualified, interested and eligible vendors and suppliers to submit Technical and Financial Bids for the procurement of Goods in various locations in the 36 states of the Federation and the Federal Capital Territory (FCT) as specified below:
1.1 Goods to Be Supplied

LOT2G Grinding Machines (Small).
LOT3G Grinding Machines (Big).
LOT4G Block Molding Machines.
LOT5G Grain Threshing Machine.
LOT6G Sewing Machines.
LOT 7G Sewing Machines (with motor and stand).
LOT8G Engine Driven Ferry Boat.
LOT 9G Wooden Flatbed Ferry Boat.
LOT10G Motorcycles.
LOT 11G Tricycles (Keke Napep).
LOT12G 18 Seater Bus.
LOT13G 32 Seater Bus.
LOT 14G Tractor complete with accessories
LOT15G Bags of Fertilizer (NPK/ Urea)
LOT 16G Computers and accessories
LOT 17G Furniture to Community Hall type A
LOT18G Furniture to Community Library
LOT 19G Accessories for Solar Powered Borehole
Competent and interested Bidders are invited to submit Technical and Financial Bids for the individual goods listed above.
Eligibility Requirements
a) Evidence of Registration with Corporate Affairs Commission (CAC), namely certificate of Incorporation and Articles of Association:
b) Tax Clearance Certificate for the last three years i.e 2011, 2012 and 2013.
c) Evidence of Registration with National Pension Commission (PENCOM) and Remittance of Pension Contributions of employees for Companies with more than five (5) employees,
d) Evidence of VAT Registration and Remittance to Federal Inland Revenue services;
e) Detailed Company Profile;
f) Evidence of experience in at least three (3) jobs of similar nature previously executed within the last three years or currently being executed, with verifiable letters of contract awards from recognized Government or other reputable Agencies, evidence of payment and Certificate of job completion
g) Submission of Technical Details and Brochures of items bided for;
h) Evidence of Financial capability and letter of reference from a reputable bank;
i) Full and verifiable address of firm and contact phone number;
j) Annual Auditors Report for the last three years of 2011, 2012 and 2013;
k) Evidence of Industrial Training Fund (ITF) Contribution
l) Evidence of Registration with Financial Reporting Council of Nigeria.
3.0 Collection of bids
Competent Vendors and Suppliers shall on written application and upon presentation of evidence of payment of a non- refundable tender fee of N10,000 in favour of OSSAP – MDGs, Abuja, collect Standard Bidding Documents from:

Federal Secretariat, Shehu Shagari Way,
Central Business District, Abuja.
4.0 Submission of Bids
Technical and financial bids (2 hard copies and 1 Soft copy for each bid) shall be submitted in two different sealed envelopes and labeled “Technical Bid” and “Financial Bid” respectively with the Company’s name indicated on each Bid and at the back of each envelope. Both envelopes should be sealed and placed in a third envelope marked with the “Name and Lot Number of Project bided for at the top right hand corner and the company’s name indicated in the back of the envelope and addressed to:

House, Federal Secretariat, Shehu Shagari Way,
Central Business District, Abuja
4.1 The closing date for the submission for all Bids is 12.00 noon, Wednesday 26th February, 2014.
5.0 Things to Note
a) Only Bidders whose Technical Bids fulfill the minimum eligibility requirements will have their Financial Bids considered:
b) No Bids submitted after the closing date will be accepted or considered.
c) Bids that do not have the Company’s name and verifiable address on them will not be considered;
d) No advance payment will be made;
e) All enquiries should be directed to The Office of the Senior Special Assistant to the President on MDGs at the address in 4.0 above.
6.0 Opening of Bids
All Bids will opened on Wednesday 26th February, 2014 at Block E Conference Hall, Federal Secretariat Phase 2 at 12.00noon in the presence of all Bidders who wish to witness it, representatives of relevant Professional bodies and representatives of Non- Governmental Organisation in Transparency and Anti- corruption.
7.0 Disclaimer and Conclusion
The Office of The Senior Special Assistant to the President on Millennium Development Goals (OSSAP-MDGs) will not be responsible for any cost or expenses incurred by any interested party(ies) in connection with any response to this invitation.
