Invitation for Proposal for Pre-Qualification for the Production of Digital Multimedia Documentary
- Background
The Nigerian Investment Promotion Commission (NIPC), the Federal Government Agency for Investment Promotion and Facilitation hereby invites interested companies to submit proposal for the production of digital multimedia documentary on its activities and impact on National Economic Development.
A.i. Project Objectives
The project is a bold step by the Commission to document its activities, showcase its impact on economic development and emphasis its relevance to national development.
A.ii. Scope of Project and Deliverables
The documentary shall cover the state of the Economy prior to the establishment of the Agency, the need for its establishment, global investment trends and the impact of the Agency on National Industrial re-engineering. All these would be hinged on NIPC’s Mandate.
Essentially, it would involve engagements with relevant stakeholders across the country; Ministries, Departments and Agencies (MDAs) across the tiers of government, the organised private sector in all areas of economic engagements, the Diplomatic Corps, segments of the population, academia, and most importantly, companies operating in the various sectors of the economy.
B. Prequalification Requirements
B.i. The Technical Proposal
The technical proposal should clearly indicate how the company would effectively cover the scope of work; research, presentation, methodology, technology, and the timelines for the implementation of the project.
Specifically, it should state the capacity of the company to undertake the required assignments by demonstrating (with valid and verifiable facts) experience in performing similar assignments in the past, highlight competency in producing multimedia digital television documentary, firm’s strength and stability in terms of finance and core personnel to be deplored with scheduled work load as well as including supportive client references.
B.ii. Prequalification Supporting Documents
The following documents should be submitted along with the Technical Proposal:
i. Evidence of Certificate of Incorporation
ii. Evidence of Current Tax Clearance Certificate
iii. Evidence of VAT Registration
- Bank Reference/Evidence of Financial Capacity to undertake the job
- Evidence of compliance with PENCOM Act 2004
- Evidence of compliance with ITFACT
- Evidence of compliance with NSITF Act
- Evidence of registration with Financial Reporting council of Nigeria.
- Evidence of execution of similar jobs

The NIPC reserves the right to disqualify any application that had not sufficiently met the standards and expectation as detailed or inferred in this advert. Similarly NIPC reserved the right to cancel any award, even if award had been made. Such disqualification and/or cancellation shall be at no fault, or cost or any liability whatsoever to NIPC.
C. Financial Bid Document
All interested companies are hereby invited to pick up the Financial Bid Documents from me NIPC Headquarters, Abuja in room B217 within the first week of placing this advert.
D. Application Submission
Application can be submitted either by courier services or hand delivered by authorized representatives of the company. The application must be clearly marked and addressed to:

The applicant shall enclose and clearly mark ‘Original Technical Proposal’ and ‘Original Financial Proposal’ in two separate sealed envelopes. The outer envelope containing the two proposals shall

E. Closing and Technical Bid Presentation
Submission of documents shall close by 12pm prompt on Tuesday 7th July 2014. All prequalified companies shall make a 10 minutes presentation on its technical proposal after Bid opening which shall be on the same day by 2.30pm at Room 116, Block A, NIPC Headquarters. Abuja. All applicants are expected to be represented.
