Invitation for Prequalification and Tender (Special Projects)
1. Introduction
The Federal Ministry of Finance is desirous of engaging reputable Companies to tender for the under listed special Projects at its Head Office Complex situated at Ahmadu Bello Way, Central Area Abuja. The Head Office Complex comprises of 2 Office blocks and a Car Park with a total Floor of 66,513.00sq.m on total parcel of land measuring about 27.600.00sq.m:
Lot 1: Perimeter Fencing with CCTV Installation of Perimeter Intrusion System, Perimeter CCTV Security Installation System, CCTV Security System for Executive and General Car Parks.
Lot 2: Supply and installation of two (2) new standard Lifts (Elevators)
The Federal Ministry of Finance hereby invites competent and reputable companies with relevant expertise and technical experience to tender for the proposed special projects.
Scope of Works:
(i) Perimeter fencing of the Federal Ministry of Finance, Headquarters, Abuja with the supply and installation of CCTV Security System.
(ii) Supply and Installation of four (4) new standard Lifts (Elevators) to replace existing Lifts at the Federal Ministry of Finance, Headquarters Office Complex.
Qualification Requirements:
(i) Evidence of registration with Corporate Affairs Commission (CAC).
(ii) Evidence of Current Tax Clearance Certificate for the last (3) years ending “current year”
(iii) Evidence of VAT registration Certificate with Tax Identification Number (TIN).
(iv) Evidence of at least 2 years Audited accounts.
(v) Evidence of issuance of Compliance Certificate to all Organizations by PENCOM in line with Pension Reform Act 2004 (as amended).
(vi) Evidence of compliance with the amended Industrial Training Fund Act (I TF), 2011.
(vii) Evidence of registration with Financial Reporting Council (FRC) of Nigeria
(viii) Evidence of Financial Capability to execute the projects.
(ix) Evidence of registration with relevant professional bodies.
(x) A sworn affidavit disclosing whether or not any officer of the procuring Ministry/BPP is a Former of present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information present in its bid are true and correct in all particular.
(xi) Names of Bankers with references; and a letter from the Bank stating details of credit line available from the Bank for the Projects.
(xii) Corporate profile of company with CV’s of key officers including photocopies of relevant Professionals/technical qualification, licenses, registered address, contact details.
(xiii) Verifiable evidence of successful completion of similar works within the past three (3) years and attached copies of letters of awards and certificates of successful completion.
(xiv) Evidence of execution of similar projects of value not less than N250 million naira.
(xv) Evidence of competencies on Information Technology Infrastructure with CISCO certification, Security and Safety Installations, Height Access or Lifts Installations.
General Information:
(i) All cost incurred in preparation and submission of Tender documents are to be borne entirely by the applicants.
(ii) The Tender documents should be submitted stating title of project in hard copies (one original and two copies).
(iii) The hard copies (documents) should be correctly addressed and submitted in a sealed envelope clearly marked on the top left hand corner the Title of the project tendered.
(iv) Incomplete or late submission will not be accepted.
(v) The Ministry has the right to verify the authenticity and accuracy of the claims made in the submission.
(vi) The Ministry has the right to accept or reject any application (Tender), if deemed necessary.
(vii) Inspection of the Office Complex and Lifts (Elevators) is open to all interested Companies on scheduled appointment with the Ministry.
5. Interested Companies are required to collect Tender documents from the Office of the Deputy Director (Procurement), Room 040, Ground Floor, upon the payment of a non-refundable tender fee of 50,000.00 (Fifty Thousand Naira) only, per Project, any time from 9.00am to 4.00pm, Monday to Friday (public Holidays not inclusive).
6. Submission of Document
(i) All Tenders should be submitted with the evidence of payment of 50,000.00 (Fifty Thousand Naira) only per Project.
(ii) The Tenders should be submitted any time from 9.00am to 4.00pm, Mondays to Friday (Exclusive of Public Holiday) to:

(iii) The submission will close at 12:00 Noon on Monday 14th October 2013. (iv) All Enquiries regarding the submission of Tender should be directed to:
