Invitation for Prequalification and Tender for the Production of Digital Multimedia Documentary
A. Background
The Nigerian Investment Promotion Commission (NIPC), the apex investment promotion and facilitation agency hereby invites interested companies to submit application for prequalification and tender for the production of documentary on its activities and impact on economic development.
Since its inception, the agency had actively participated in driving government’s realisation of the economic redevelopment through its core mandate of investment facilitation and promotion, and policy advocacy.
Project Objectives
The project seeks to document on digital multimedia the essence of the agency, its activities, and showcase its impact on economic development.
Scope of Project and Deliverables
The project would cover the state of the economy prior to the establishment of the agency, the need for its establishment, global investment trends and the impact of the agency on national industrial reengineering.
Essentially, it would involve the production of three documentary episodes produced on multi-media digital medium; first two episodes will be 25minutes each, while the third, which will be an all time presentation video story of the agency lasting 15minutes.
B. Prequalif1cation Requirements
Interested applicants shall respond in two parts – Technical Proposal and Financial Proposal
B.i. The Technical Proposal
The technical proposal should cover the scope of work, the methodology, the technology, and the timelines for the project. It should also establish the capacity of the consultant to satisfactorily undertake the required assignments by demonstrating experience in performing similar assignments in the past, highlight competency in producing multimedia digital television documentary, states firm’s strength, stability, core personnel to be deplored with scheduled work load as well as including supportive client reference.
The application should also include:
i. Evidence of Certificate of Incorporation
ii. Evidence of Current Tax Clearance Certificate
iii. Evidence of VAT Registration
iv. Bank Reference/Evidence of Financial Capacity to undertake the job
v. Evidence of compliance with PENCOM Act 2004
vi. Evidence of compliance with ITF
vii. Evidence of compliance with NSITF
viii. Evidence of compliance with Financial Report Standard Act
ix. Evidence of execution of similar jobs
B.ii The Financial Proposal
The financial proposal should cover the cost estimates for undertaking each task listed in the technical proposal.

The NIPC reserves the right to disqualify any application that had not sufficiently met the details as specified in this advert. Similarly right is reserved to cancel any award, if award had been made. Such disqualification and/or cancellation shall be at no fault, or cost or any liability whatsoever to NIPC. B.iv Taxes
All applicable taxes would be applied.
B.v Proposal Prices
The production company shall indicate in the Financial Proposal the unit prices and total price for all activities it proposes under this advert.
C. Application Submission

The applicant shall enclose and clearly mark ‘Original Technical Proposal’ and ‘Original Financial Proposal’ in two separate sealed envelopes. The outer envelope containing the two proposals shall

E. Closing & Opening of Bid
Submission of documents shall close by 12pm prompt on Tuesday 15th of April, 2014. Bids shall be opened by on the same day 2pm at Room 116, Block A, NIPC Headquarters, Abuja. All applicants are expected to be represented.
