1.0 Introduction
The Independent National Electoral Commission (INEC) in pursuance of its statutory role, invites reputable Companies to indicate interest to pre-qualify for Delimitation Services/Consultancy Projects to be carried out as follows:

3.0 Pre-Qualification Requirements
Prospective Contractors are required to submit the following documents:
i. Evidence of Registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation and Articles of Association
ii. Tax Clearance Certificate for the last three (3) consecutive years (2010, 2011 and 2012) corresponding with declared annual turnover
iii. Submission of PENCOM’s Certificate of Compliance
iv. Evidence of compliance with statutory provision of Section 6. (1) – (3) of the Industrial Training Amendment Act, 2011.
v. Audited Accounts of the Company for the last three (3) years (2010, 2011 and 2012);
vi. Evidence of VAT Registration and past remittances
vii. Evidence of Financial capability and banking support
viii. Comprehensive Company Profile, listing key personnel stating their roles, designation, qualifications and years of experience
ix. Verifiable evidence of availability of appropriate equipment and technical capability
x. Any other relevant information
xi. Telephone (GSM) numbers of Company’s representative(s).
4.0 General Information
(i) This “Notice of Intent” is NOT an invitation to bid. Full bidding procedure as contained in the bid documents shall be provided only to successful pre-qualified applicants deemed suitable by the Commission at a prescribed fee.
(ii) The deadline for submissions of the pre-qualification documents shall be on Tuesday, 15th April, 2014 at 10.00a.m, while opening of the prequalification documents will be immediately after the deadline on Tuesday, 15th April, 2014 at the Commission’s Conference Hall, Maitama -Abuja.
(iii) Only successful Companies from the pre-qualification exercise will be invited for bidding.
5.0 Submissions
All submissions should be delivered in One (1) no. neatly bound copy of sealed envelope clearly marked:
“Pre-Qualification for Digital Identification of Boundaries of Electoral Constituencies & Registration Areas/Wards and Location of Polling Units; CIS Consultant or / and Cartography Consultant and indicating Item and
Location /Point of Delivery of choice (as applicable) and addressed to:
