Request for Interested Bidders for Cleaning and Management of Wastes in the University Invitation for Pre-Qualification Exercise – UL/CP/13/05
Preamble
The Management is desirous in having an effective management of all forms of wastes in the University. This is towards a new approach and an acceptable strategy for cleaning, janitorial services and effective disposal of all wastes generated in the University. An innovative pilot scheme is also being put in place for the sorting and handling of all wastes generated on campus. Towards this end, the University is desirous of appointing reputable companies that will provide services as follows: –
(a) Cleaning and Janitorial services for all facilities on the University Campus.
(b) Segregation/sorting, recycling (as appropriate), carting away and handling of all wastes generated including but not limited to all types of wastes like domestic paper, glass, cans/metals, bottles and plastics. It is proposed that bags of different colours are to be designed by the successful bidder or other workable options to cater for the handling of all the various categories of wastes or waste types sorted including office, garden and domestic wastes. The service to be provided by the successful bidder shall therefore include design and implementation of procedures for good handling of all sorted biodegradables; and recycling or beneficiating of all recyclables generated in the University (as may be appropriate).
From the commencement of the exercise, it would be illegal for anybody to evacuate or take away any waste from the University except approval is given by the Waste Disposal Committee that shall be set up by the Management.
Applications and EOI including technical proposals are hereby invited from interested bidders to participate in the exercise.
Pre-Qualification Requirements
1A. Compulsory and Mandatory Requirement
- Evidence of registration with the Corporate Affairs Commission (CAC)
- Company audited Account for the last three years duly stamped
- Evidence of Tax Clearance Certificate for the last three (3)YEARS
- Evidence of Value Added Tax (VAT) registration
- Evidence of registration with National Pension Commission, in compliance with the provisions of section 16 (6Xd) of the Public Procurement Act 2007 as related to Pensions
- Evidence of compliance with the statutory provision of section 6 (1 )-(3) of the Industrial Training fund Amendment Act, 2011
- Evidence of payment of the Non-refundable Pre-qualification Fees at the UN1LAG Cash Office with a Bank Certified Cheque
Failure to provide any of 1A (i)-(vii) above will automatically disqualify the bidder.
1B Other Requirements
- List of equipment, trucks and plant to be used for the work stating the type, brand and form of ownership
- Indication of work force comprising technical and administrative staff strength, with academic/professional qualifications and years of experience of key personnel available for the services
- Bank reference from a reputable Bank
- Verifiable evidence of similar services successfully executed or being executed in Nigeria over the last five years stating, type, cost and evidence of award and/or completion.

Pre-qualification forms shall be made available to interested companies on presentation of the receipt for N20, 000.00 issued at the Cash Office in respect of the Pre-qualification, from the office of:

Submission of Documents.
The Pre-qualification documents, neatly arranged, bound and sealed in an envelope should be identified with the project contract number at the top left hand corner of the envelope and marked as “PRE-QUALIFICATION DOCUMENTS FOR UL/CP/13/05 (please state the specific service)” and be submitted to;

Not later than 12:00 noon on the 10th February, 2014. Bids are to be opened in the presence of the prospective service providers immediately after close of submission on the 10th February, 2014 at the University Council Chamber. Attendance at this opening event is important.
Participation in the Pre-qualification exercise and any related process neither creates any commitment nor established any legal relationship with the University of Lagos. It is a precondition for further consideration of bid.
