Invitation for Expression of Interest (EOI) for the Contract of the Review and Development of an Ontegrated Airport Master Plan for all Airports
(A) Introduction
In compliance with the Public Procurement Act 2007, the Federal Airports Authority of Nigeria (FAAN) intends to undertake International Competitive Bid (ICB)/ National Competitive Bid (NCB) for the review and development of an integrated Airport master plan comprising all the under listed airports:
(1) Murtala Muhammed International Airport, Lagos Nigeria
(2) Nnamdi Azikiwe International Airport, Abuja, Nigeria
(3) Port-Harcourt International Airport, Port-Harcourt, Nigeria
(4) Mallam Aminu Kano International Airport, Kano, Nigeria
(5) Akanu Ibiam International Airport, Enugu, Nigeria
(6) Akure Airport
(7) Calabar Airport
(8) Benin Airport
(9) Ilorin Airport
(10) Kaduna Airport
(11) Owerri Airport
(12) Katsina Airport
(13) Minna Airport
(14) Yola Airport
(15) Jos Airport
(16) Makurdi Airport
(17) Zaria Airport
(18) Ibadan Airport
(19) Sokoto Airport
(20) Maiduguri Airport
(B) Consequently, the Authority wishes to invite competent and reputable consultants or consortium with requisite field of knowledge and experience for Expression of Interest (EOI).
Terms of Reference
The terms of reference shall include the following:
(1) Inventory of existing conditions
(2) Geometric data capture (by remote sensing not older than 2 years) of the current development within and peripheral of the airport boundaries
(3) Audit existing master/ land use plans of the airports in compliance with relevant ICAO annexure and manuals.
(4) Production of land use classification for the airports
(5) Evaluation of capacity/level of service demand based on Nigeria’s economic growth forecast and provision for future expansion of facilities provided in the master plan
(6) Development Alternative Analysis
(7) Production of an integrated master plan and land use plans based on the economic studies and compliance with ICAO published documents
(D) Documents That Must Be Submitted For EOI
- Evidence of company registration (certificate of incorporation of company)
- Certified true copy of memorandum and article of association with CAC forms CAC2 & CAC07 inclusive (where applicable)
- Evidence of tax payments (current tax clearance certificate) for last three years (2012, 2013, 2014)
- VAT Registration and evidence of remittance
- Evidence of payment into Employees’ Retirement Savings Account (RSA) in compliance with extant provision of PENSION REFORMS ACT 2004
- Evidence of Financial capability to execute the project (bank reference letter/bank guarantee will form part of the evaluation criteria)
- Evidence of Firm’s corporate registration with relevant professional bodies
- Copies of the audited account of the company for the last three years.
- Corporate profile with curriculum vitae showing evidence of professional qualifications of key personnel
- Verification evidence of similar works successfully completed / on-going (e.g letter of award, certificate of completion, contract agreement and payment certificate)
- Evidence of compliance with Industrial Training Fund (ITF) regulation (where applicable)
- Evidence of registration with BPP.
- Sworn affidavit disclosing as follows
- That all documents submitted are not only correct but genuine
- That the director (s) has .have never been convicted by any court of law
- That none of firm’s directors or company is bankrupt.
- Whether or not any of the officers of FAAN or BPP is a former or present Director of the company
Please not that firms registered abroad are to produce evidence of incorporation of firm and other relevant documents which can be verified from the Country’s embassy.
(E) Submission of Documents
The documents are to be submitted in four (4) copies A4 paper size and neatly bound. The document should be arranged in the order listed under the expression of interest requirements in D above and clearly separated by dividers. The documents must be sealed in an envelope with the project name clearly written at the top left corner and the name of the bidding Firm boldly written at the back.

(F) Closing and Opening of Submissions
Submission of tender documents shall close exactly 11:30. a.m on 27th April, 2015. All submissions will be opened on the same day immediately after the close of bids at FAAN Headquarters, Conference room, Ikeja, Lagos
(G) Important Information
- FAAN reserves the right to verify the authenticity of any claim (s) made on the tender documents submitted by companies.
- Failure to comply with instruction(s) or non-provision of any of the required document (s) may automatically result in
- FAAN reserves the right to reject any or all of the Expression of interests.
- Original of all documents submitted above must be produced for sighting at the opening and any other time requested.
Tender documents submitted late shall be rejected.
This advert shall not be construed to be a commitment on the part of FAAN, nor shall it entail the applicant to make any claim (s) whosoever and / or seek any indemnity from FAAN, by virtue of such applicant having responded to this publication.
Registration under the categorization and classification in the BPP website as provided in part 1, section 5 (h0 of PPA 2007 will be an added advantage.
Quality Cost Based method will be used for procurement
