Invitation for Expression of Interest (EOI) for Dredging, Sand Filling and Land Reclamation for the Gas Revolution Industrial Park Project at Ogidigben, Delta State
1. Pursuant to the delivery of the Gas Revolution Industrial Park (GRIP) project to be executed at Ogidigben, Delta State of Nigeria, NNPC on behalf of the FGN wishes to invite interested companies to express interest in the dredging, sand filling and land reclamation of the site. The park which is proposed to be Africa’s largest Gas City in Sub-Saharan Africa shall comprise Fertilizer, Methanol, Petrochemicals and Power Plants with other support offices and residential facilities.
2. Overview: The Federal Government aims to create value and wealth from its gas resources by this Project through:
Gas to power – reliable, affordable power supply is the key to industrial growth and public welfare, and is provided most effectively by gas-fired power generation;
Gas-based, industrialisation – creating value from industries using gas as a feedstock for fertilizer, petrochemical and methanol plants, catalysing industrial growth and employment through secondary and other energy-using industries, and boosting agricultural productivity (fertilizer).
Export – realising value from gas exports via the West Africa Gas Pipeline (WAGP) to regional markets and LNG exports to international markets.
The Gas Revolution Industrial City will be a Greenfield development based around a major central gas processing facility (CPF). The Gas Revolution
Industrial City is an integral part of the Nigerian Gas Master Plan, and will serve as a model for future developments elsewhere in the country.
Development of the Industrial City is being managed by the Nigerian National Petroleum Corporation (NNPC).
The location on the east bank of the Escravos River, opposite NNPC/Chevron Nigeria’s Escravos facilities, has several advantages such as:
- Easy access for shipping and export to coastal and international markets;
- access for inland transportation via the Escravos River to inland markets such as nearby Warri and Sapele, and further afield via the Forcados and Niger Rivers;
- A convenient location to gather gas;
- Close proximity to the Escravos-Lagos Pipeline System (ELPS)to deliver pipeline gas to consumers in western and central Nigeria.
3. The Gas Industrial Park is to cover 2700 hectares with the first phase being on 585 hectares. As part of the preliminary preparation of the first phase, sand dredging is required to fill and reclaim 585 hectares of land for the initial kick-off of the project. The present level of the land varies between 0.58metres + mean sea level (MSI) and 4.0metres + MSL and is 4.0and is to be filled to a final level of about 4.0metres + MSL taking into consideration settlements that will occur. 200 hectares out of these 585 hectares have already been cleared and work is ongoing to clear the balance 385 hectares.
- Expression of Interest (EOI) and completion of Pre-Qualification Questionnaire (“PQQ”).
EOI is invited from companies with prerequisite experience, financial capacity, technical capability and equipment to indicate interest in executing the dredging and sand filling of the first phase (585 hectares). Only companies that are certified as eligible will be requested to bid following the receipt of the expressions of interest.
As an organisation that has expressed an interest in tendering for the requirement, NNPC will therefore assess your:
- technical and/or professional capability;
- financial and economic strengths; and
- eligibility.
The EOI is divided into two parts; Part A is for a company to express interest for the entire work and part B is for the company to provide all the necessary profile data on their technical and/or professional capability, financial and economic strengths and eligibility.
Part B is to be provided following the specific information about the pre-qualification criteria for company’s submissions as requested below.
- The prequalification process
5.1 This pre-qualification process is being conducted under the Bureau for Public Procurements Regulations. NNPC is following the restricted procedure that is provided under this regulation.
5.2 Completed PQQ response and a completed Declaration as per request below (“Response”) should arrive no later than 12 noon on 11 July 2014. NNPC reserves the right to reject any Response which is received after this deadline.
5.3 On receipt of the Response, NNPC will perform evaluation of responses in accordance with the Public Contracts Regulations, with a view to selecting a shortlist of companies to be invited to submit a tender for the Requirement.
6. Responding to the PQQ
6.1 Companies must complete all relevant sections of the below PQQ response in full. Additional information and supporting documentation should only be supplied where requested
6.2 Companies shall clearly state, together with reasons, if a section is not applicable. Responses should be in English, and should be concise and relevant
6.3 The requested information and any supporting documentation in respect of this pre-qualification should be submitted in one(1) original plus three (3) copies not later than 14th July, 2014

6.4 NNPC shall have the right to disqualify any company from tendering for the Requirement if the company fails to complete the relevant parts of the PQQ (in full or part) as required by this document. NNPC shall also have the right to disqualify any tender at any stage if it becomes aware of any omission or misrepresentation in response to any question.
- Queries relating to this PQQ
7.1 Companies may submit, no later than 12 noon /2nd July 2014 any queries relating to this PQQ. by email to (Mohammed.Barau@nnpcgroup.com) with a copy to (Al-Amin.Musa@nnpcgroup.com). Any queries should clearly reference the appropriate paragraph in the documentation and, to the extent possible, should be aggregated rather than sent individually. As far as is reasonably possible, NNPC will respond to all reasonable requests for clarification of any aspect of this PQQ and supporting documents, if submitted prior to the expiration of the above deadline. NNPC will aim to provide its response by (12 noon /4th July, 2014), No queries received after the above deadline will be answered.
- Conditions
8. 1 Only Companies that have the following as a minimum will qualify or should respond to this prequalification request:
- Capital base of US$25 million,
- Own more than one hopper dredger, each with at least 3500m’ capacity and all the necessary equipment for dredging and reclamation like 3km of piping for discharging dredged sand, booster pumps to accommodate such distances, swamp bogeys, bull dozers, pay loaders, excavators, heavy dumpers etc. Proofs of ownership of the equipment are to be provided.
- Experience of having previously successfully executed a dredging, sand filling and land reclamation project of more than 500 hectares or dredged and pumped up to 25 million cubic meters of sand to reclaim a land under one project.
8.2 In submitting a Response to this PQQ it will be implied that you have accepted all the provisions of this PQQ including these conditions.
8.3 Your Prequalification is submitted on the basis that you consent to:
- NNPC carrying out all necessary actions to verify the information that you have provided
- The analysis of your Responses (in full or part) being undertaken by NNPC personnel or a third party commissioned by NNPC for such purposes; and
- NNPC requesting further information from you as part of this verification process or to clarify any elements of your Response that are not clear.
8.4 The NNPC reserves the right to issue response to any query raised by you to all Tendering Organisations unless you expressly require it to be kept confidential at the time the query is raised. If NNPC considers the contents of the query not to be confidential, it will inform you and you will have the opportunity to withdraw the query.
8.5 The information contained in this PQQ and the supporting documents in any related written or oral communication is believed to be correct at the time of issue. NNPC will not however accept any liability for its accuracy adequacy or completeness and no warranty it given as such, This exclusion does not extend to any fraudulent misrepresentation made by or on behalf of NNPC.
8.6 By issuing this PQQ, NNPC is not bound in any way to enter into any contractual or other arrangement with you or any other company.
8.7 It is intended that this procurement will take place in accordance with the provisions of this PQQ but NNPC reserves the right to terminate, amend or vary the procurement by notice to all Tendering Organisations in writing. NNPC will accept no liability for any losses caused to you as a result of such termination, amendment or variation.
8.8 You will not be entitled to claim from NNPC any cost or expenses that you may incur in preparing your Response.
8.9 All information supplied to you by NNPC, either in writing or orally, must be treated in confidence and not disclosed to any third party Save to you professional advisers) unless the information is already in the public domain.
8.10 The Freedom of Information Act (“FOIA”) applies to NNPC You should be aware of NNPC’s obligation and responsibilities under FOIA to disclose, on written request, recorded information held by NNPC. Information provided by you in connection with this procurement exercise, or with any contract that may be awarded as a result of this exercise, may therefore have to be disclosed by NNPC in response to such a request, unless NNPC decides that one of the statutory exemptions under the FOIA applies. If you wish to designate information supplied as part of a Response as confidential, you must provide clear and specific detail as to the precise elements which are confidential.
8.11 Any attempt by you or your appointed advisers to inappropriately influence the contract award process in any way will result in your Response being disqualified. Any direct or indirect canvassing by you or your appointed advisers in relation to this procurement or any attempt to obtain information from any of the employees or agents of NNPC concerning another tendering organisation may result in disqualification at the discretion of NNPC
8.12 It is your responsibility to ensure that any consortium member, sub-contractor and adviser abide by conditions.

- Economic and financial information
2.1 The Tendering Organisation must supply the information set out in this section. Where the Tendering Organisation is proposing to support its submission through a guarantee, indemnity, performance bond or undertaking from a parent company or ultimate holding company, then this should be stated and the information requested in this section must be supplied both for the Tendering Organisation and for the relevant parent or ultimate holding company. The information to be provided is as follows’,
2.1.1 a copy of the Tendering Organisation’s most recent audited accounts that cover the last three years of operations or for the period that is available if operating for less than three years;
2.1.2 a statement of the Tendering Organisation’s turnover, profit and loss and cash flow position for the most recent full year of trading (or part year if full year not applicable) and an end period balance sheet, where this information is not available in an audited form asset out at 2.1.1;
2.1.3 If the information requested in 2.1.2 cannot be provided, a statement of the Tendering Organisation’s cash flow forecast for the current year and a bank letter outlining the current cash and credit facility position;

Technical and/or professional ability
3.1 Please provide details of previous experience of relevant contracts in the last (5) years for the provision of goods/services similar to those to be provided in relation to the

3.10 Provide a statement of any material non-employment related litigation (pending, threatened or determined) or other legal proceedings against the Tendering Organisation within the last three years that may be relevant to your ability to deliver the Requirement,
3.11 State if your organisation has, or is seeking, certification under any Nigerian Standards or any international, European, British or other quality standards (e.g. NSO, BS5750, BS EN ISO 9000 etc). Please state the relevant quality standards, the date of the award and the renewal period, together with the Certifying Body and enclose any appropriate documentary evidence.
