Invitation for Expression of Interest
1.0 Background
The National Automotive Council (NAC) seeks to ensure the survival, growth and development of the Nigerian automotive industry using local human and material resources. This is with a view to enhancing the industry’s contribution to the national economy in the areas of employment generation, technology acquisition, effective utilisation of local raw materials and resources in the transportation of people and goods. As part of Nigerian Automotive Industry Development Plan (NAIDP), NAC plans to address the issue of limited industrial infrastructure to support the local automotive industry. To address this, the NAIDP identified the establishment of automotive supplier parks and clusters as one of the key programmes that will redefine the automotive industry in Nigeria. To achieve this, NAC wishes to engage the services of reputable consultant for establishing industrial infrastructure and supporting the industrial parks/clusters around Nigeria.
(2.0) Eligibility Criteria
The Council now invites eligible Consultants to indicate interest by submitting expression of interest for the development of industrial infrastructure and supporting the industrial parks/clusters around Nigeria.
The mandatory requirements:
(i) Evidence of Registration with Corporate Affairs Commission for Nigerian companies and equivalent Company Registering Bodies for foreign companies (in case of foreign, indicate whether there is a Nigeria office & location);
(ii) Tax Clearance Certificate for the last three (3) years;
(iii) Evidence of Registration PENCOM for Nigerian companies;
(iv) Evidence of Registration with Industrial Training Fund and the contributions already made;
(v) Company’s Audited Account and Annual Turnover of similar business for the last three (3) years;
(vi) VAT Registration and evidence of past VAT remittances certificates for Nigerian companies;
(vii) Evidence of financial strength, credit worthiness and readiness to instruct bankers to supply financial information on the company as may be required;
(viii) Verifiable list of previous similar works successfully carried out within the last five years with names of clients, evidence of award and practical completion certificates;
(ix) Evidence of Registration with relevant professional bodies;
(x) Evidence of Registration with Financial Reporting Council of Nigeria, if applicable; and
(xi) Company profile and organisational structure, including names and brief resumes of key personnel.
(2.1) Special Qualifications
In addition to the eligibility criteria and because of the nature of consultancy be sought for, the following are also prerequisite:
(i) Experience with large scale project management activities;
(ii) Experience in infrastructure planning for governments or/and private institutions;’
(iii) Experience in providing consulting services for power and transportation infrastructure projects or businesses;
(iv) Experience in developing industrial clusters, parks, zones or cities;
(v) Experience in managing infrastructure transactions between private sector and government such as privatisation exercises especially in Nigeria; and
(vi) A professional firm with global experience in the last 10 years advising governments and private sector players in other countries in addition to local experience of advising infrastructure businesses in Nigeria.
(3.0) Submission of EOI Documents
All documents must be submitted to the office of the Director General, on or before 12.00 noon, Wednesday, April 29, 2015 in sealed Envelope clearly Marked for “Consultancy Service for Development of Industrial Infrastructure” on the left hand corner of the envelop and addressed to:

4.0 Opening of Documents
The submissions will be opened immediately following the deadline for submission at the Conference Room of the Council. Non-Governmental Organization, relevant Professional Association and the general public are hereby invited to witness the opening.
5.0 Disclaimer and Conclusion
(i) This announcement is published for information purposes only and does not constitute an offer by the Council to transact with any party for the job nor does it constitute a commitment or obligation on the part of the Council to procure.
(ii) The Council shall not be responsible for any costs or expenses incurred by any interested party (ies) in connection with any response to the pre-qualification and/or the preparation or submission in response to an enquiry.
(iii) In addition to the eligibility criteria, only firms who fulfil the special qualifications will be issued request for proposal (rfp).
