Extension/Densification of the Water Distribution Systems for Itigidi, Cross River State
This invitation for bids follows the general procurement notice for this project that appeared in Development Business No. 673 of February 28, 2006 on-line and in DG Market.
The Federal Government of Nigeria (FGN) in 2005 received a Credit of USD 200 million from the International Development Association (IDA); and an additional financing to the tune of USD 100 million towards the cost of the Second National Urban Water Sector Reform Project (2nd Urban Water) CR. 4086 (PO71391). It is intended that part of the proceeds of the additional financing will be applied to eligible payments under the contract for the Extension/Densification of the Distribution Systems for ITIGIDI in Cross River State, Nigeria.

The Cross River State Water Board Limited, the implementation agency for the Cross River State Government now invites sealed bids from reputable and eligible bidders for the Extension/Densification of the Distribution Systems for Itigidi in Cross River State, Nigeria.
Afirst phase investment by the Cross River State Government realized the Construction/and installation of:
(i) a 20 ton steel pontoon intake;
(ii) a 100UCD package Water Treatment Plant, and
(iii) a skeletal distribution system in Itigidi town includingsome service house connections, about 400 (leaving several of about 14 communities and settlement outstanding).
The Scope of the works envisaged is as follows;
- Supply and Installation of Upvc Treated Water Transmission Mains; from OD90 mm to OD200mm – approximately 25 km.
- Supply and laying of water distribution pipes with accessories, totaling approximately 35 km with diameters ranging from OD63mm to OD160 mm.
- Construction of reinforced concrete ground level reservoirs, including the associated pumping stations;
- Construction and installation of Elevated Water Tanks of various capacities;
- Construction of house connections and water kiosks.
- Construction of Booster/High Lift Pumping Stations and associated works.
Bidding shall be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA credits, 2004 revised and updated in 2012 and is open to all bidders from Eligible Source Countries as defined in the guidelines.
The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the World Bank StandardBiddingDocuments:Procurement of Works.
Details of the post-qualification requirements are provided within the bidding documents; however among others, prospective bidders, in order to be eligible for possible contract award MUST meet the following minimum conditions:
(i) That they have executed civil works, that involved river controls, i.e. small river dam or weir structure and;
(ii) That they retain in their team as project or construction manager, a professional with suitable and reputable cognate civil engineering and project management background and experience;
(iii) Demonstrate credible experience as prime contractor for at least two (2) discreet civil works contracts that is substantially similar in nature, scope and complexity to the proposed works over the last five (5) years. To comply with this requirement, such works sited MUST be at least seventy percent (70%) complete;
(iv) Demonstrate explicitly an average annual turnover of the equivalent of a minimum of NGN4.0 billion (Four billion Naira) OR USD25million (Twenty five million United State Dollars) in construction works in the last five (5) years in works that have been successfully and substantially completed and that are similar to the proposed works under the envisaged contract. Failure to meet this specific requirement shall lead to rejection of bid.
Interested eligible bidders may obtain further information from and inspect the bidding document at the Cross River State Water Board Limited at the address below from Mondays to Fridays (except on public holidays) from 9:00am to 4:00pm.
A complete set of the bidding documents in English may be purchased by interested bidders upon submission of a written application to the address below accompanied by evidence of payment of a non-refundable fee of NGN 100,000.00 (One hundred thousand naira only) or USD 625 (Six hundred and twenty-five United States dollars) or the equivalent sum in a freely convertible currency. The method of payment will be by cheque, bank draft or in cash, made out in favour of Cross River State Water Board Limited and lodged in the designated account (with payment slip tendered as evidence of payment).
The complete set of the bidding Document will be sent if so requested by an applicant who chooses not to collect same in person by courier upon additional payment of fifteen thousand Naira (N15, 000.00) or one hundred US Dollars (US$100) for Europe and West Africa or thirty thousand Naira (N30, 000.00) or two hundred US Dollars (US$200) for all other countries payable to the Cross River State Water Board Limited not later than 8th July, 2014 before bid closing to cover the cost of the delivery to bidders by courier.
Bids must be delivered to the office address below in sealed envelopes (one original and four copies on or before 2 .00pm on 5th August 2014 and be clearly marked:
“BIDS FOR THE CONSTRUCTION/EXTENSION OF THE WATER DISTRIBUTION SYSTEMS FOR ITIGIDI, CROSS RIVER STATE (CONTRACT NO: CR/2nd NUWSRP/ITDCWKS/NCB/2014/001)”.
All Bids MUST be accompanied a mandatory Bank Bid security in an amount as stated in the table below paragraph 2 above or an equivalent amount in a freely convertible currency.
Bids will be publicly opened in the presence of bidders’ representatives who choose to attend at 2.30pm on 5th August 2014 at the office address below.
