Invitation for Expression of Interest
(1.0) Introduction:
The Independent National Electoral Commission in pursuance of its Statutory mandate, invites interested registered and reputable Law firms, Companies/Contractors with relevant cognate experience and good track records to Express Interest for the under listed services in the Commission:
Lot 1. Legal Consultancy Services
Lot 2. Computerization of Political Party and Candidates Management Process.
Lot3. Training on Political Party and Candidates Management System.
(2.0) Scope Of Work
Lot 1. Engagement of External Solicitors for Election Cases.
The Commission requires interested reputable Legal Firms to apply for engagement as External Solicitors for the provision of legal services including prosecution of Electoral Offences, Representation on behalf of the Commission in Courts and Tribunals in Pre and Post-Election Litigations.
Lot 2. Computerization of Political Party and Candidates Management Process
Solution Overview
(i) The system shall be a hybrid cloud-based solution hosted on an enterprise-class dedicated server platform and replicated to a mirror server at the data centre located at IN EC Headquarters.
(ii) The system must have a total usable Storage capacity of not less than 10 Terabyte utilizing a raid 5 array configuration.
(iii) The software application shall be a web-based and developed to accommodate all defined processes and procedures.
(iv) The application must accommodate the upload and download of relevant forms with a unique system generated identifier for’ each form.
(v) The application must have the ability to validate the supply data and general acknowledgement slips.
(vi) The application must have a secure user management module.
(vii) The system shall be integrated with an arching solution.
(viii) Technical training must be provided for support services.
Lot 3. Training Consultants for Legal Officers
The training on Political Party and Candidate Management System. This entails Capacity Building/Training of the Commission’s Legal Officers and other staff involve in handling of Political Party and Candidates Management System.
(3.0) Qualification Requirements:
Interested companies are required to submit the following documents;
(i) Evidence of registration with the Corporate Affairs Commission (CAC).
(ii) 3 years Tax Clearance Certificate (2011 -2013).
(iii) Submission of PENCOM certificate of compliance, confirming company’s fulfillment of its statutory obligations to the employees with respect to pension.
(iv) ITF training contribution
(v) VAT registration and past remittances.
(vi) Evidence of financial capability and banking support including annual turn-over.
(vii) Evidence of similar project with an Election Management Body anywhere in the World (Lot 2 & 3).
(viii) Evidence of payment of current practicing fees for the Principal Partners and other Lawyers in the firm (applicable to category Lot1).
(ix) The Principal Partners should have a minimum of five (5) years post call experience in active private practice with evidence of past performances.
(x) Evidence of registration with relevant professional bodies (where applicable).
(xi) A detailed Law Firm or Company profile showing number and list of professional staff, their qualifications and experience.
(xii) Evidence of Technical Capability and experience with similar project executed in the last Three (3) years (letters of award and completion certificate).
(xiii) Last three (3) years Company’s audited account (2011 -2013); and
(xiv) Telephone (GSM) number(s) and or e-mail addresses of the Principal Partners Contractor/Company’s representative.
(D) General Information
(i) The deadline for submission of documents be Tuesday 23rd December, 2014 by 12.00 (noon) while opening will be immediately after the deadline on Tuesday, 23rd December, 2014 by 12.00 (noon) at the Commission’s Conference Room, Maitama, Abuja.
(ii) Any submission after the deadline shall be Returned to the bidder unopened.
(iii) Only Firms that are successful will be contacted and invited for financial bids.
