Expression of Interest for the Engineering, Procurement, Construction and Commissioning (EPCC) of Proposed 36”/ 24” Gas Pipelines and Associated TIE-INS for the Ukanafun Metering Station – Obigbo Compressor Station Battery Limit and Obigbo North Station (Obigbo Node)
(1) Introduction
The Nigerian National Petroleum Corporation (NNPC) intends to engage the services of a reputable International Engineering, Procurement and Construction company to carry out the fast track execution of the EPCC activities for the Proposed 36″ & 24″ ANSI class 600 Ukanafun metering station – Obigbo compressor station – Obigbo North station (Obigbo Node) gas pipeline system.
(2) Description of Scope of Works
The proposed 36″ x 47km (approx.) Ukanafun metering station -Obigbo compressor station and Obigbo node gas pipeline is a priority segment of the Early Gas Phase of the Trans-Nigeria Gas Pipeline (TNGP) which FEED has been completed by NNPC. The 24″ x 5km approx. interconnecting pipeline will be installed as part of this project to connect the proposed Ukanafun MS – Obigbo CS pipeline with the existing NNPC Obigbo North station.
The EPCC contractor shall execute the following works:
- Engineering, Procurement, Construction and Commissioning activities for the complete system
- Procurement of ail materials with the exception of about 14km x 36″, 19.05mm wall thickness linepipes, which are already procured by NNPC
- Preliminary/detail design for the additional pipeline segment of about 5km which connects Obigbo node with the proposed Ukanafun – Obigbo CS pipeline
- Preliminary design for the tie-ins to existing facilities at Ukanafun and Obigbo node
- Tie-in to existing 24″ piping at Ukanafun pigging station
- Isolation/Block valve at the battery limit of the proposed Obigbo CS facility
- Isolation/Block valve at the battery limit of the proposed Ukanafun metering station Pigging facilities
- Road crossings (incl. a dual carriage Expressway)
- River crossings (majorly Imo river and Azumiri)
- Pipeline crossings
- Provision of valved 36″x24″ tee to connect the Obigbo North station
- Tie-in to existing facility at NGC Obigbo North station
- Compact metering facility at NGC Obigbo North station tie-in
- Provision of operating / maintenance manual for the complete pipeline system
- Any other work necessary for the realization of the project even though not stated in the scope of works

(3) Tentative Time Schedule
NNPC plans to award the Contract for the EPCC contract before end of Q3, 2015
(4) Contracting Strategy
The criteria and the selection processes for bidders for the EPCC contract for the Ukanafun – Obigbo Cs – Obigbo node gas pipeline project shall be conducted in line with the provisions of extant laws on public procurement and Nigerian Content.
Important Note
NNPC plans to award the contract to competent and established EPC contractor that will deliver the project on the required fast track schedule.
(5) Mandatory Requirements
Tenderers are required to include the following information in their response:
- An abridged Company profile containing evidence of similar jobs undertaken within the last 5 years
- Tax Clearance Certificates for the last three (3) years 2012, 2013 and 2014
- Company’s audited financial reports for the last three (3) years, 2012, 2013 and 2014
- For locally established companies, Company Registration Certificate from Corporate Affairs Commission
- Evidence of current registration with NNPC, DPR, and NIPEX
- Where in partnership with a foreign company, evidence of the partnership agreement
- Detailed Nigerian content plan in accordance with NCDMB Act, 2010.
- Evidence of similar EPC Jobs executed within the last five (5) years
- CVs of key personnel for the project
