Request for Expressions of Interest
The Federal Government of Nigeria has received financing from the World Bank towards the implementation of the Growth and Employment (GEM) Project, and intends to apply-part of the credit for engaging skills providers to support individuals in developing basic proficiencies in identified trades, and establishing micro, small, and medium enterprises in specific Industrial Development Centres (IDCs) in Nigeria. The Consulting Services Specialists (“Providers”) required will develop and implement a series of programmes to support MSMEs and individuals concentrated in and around the IDCs across the country. The skills training programmes will be based on the competitive and comparative advantage within the vicinity of the IDCs. There are 23 Industrial Development Centres in the country. The centres are owned by the Federal Government of Nigeria and are used to provide extension services to MSMEs; particularly product training, managerial assistance and entrepreneurial training.
Objectives:
The project objective is to generate employment by providing training and establishment support to selected individuals in three of the 23 IDCs. The IDCs are hubs for economic growth in Nigeria. The programme aims to find and develop Nigerians within the catchments areas of each IDC, with a view to developing specific skillsets in the areas of comparative strength within each IDC, and supporting establishment of activities within the respective IDCs. The National Enterprise Development Programmes (NEDEP) is the Federal Government’s flagship programme to facilitate inclusive growth within the Nigerian economy, this programme is a key initiative of NEDEP and GEMS.
The overall goal of this assignment is to develop and implement effective hands-on development programmes, in the selected IDCs, to provide shortlisted Nigerians with practical skills, and support then setting up within the IDCs for an initial period of 1 year.
The scope will include but not limited to the follow:
(i) Defining the scope of competencies, and training programmes to reach basic proficiency in identified Trades, within the pre-selected trades of each IDCs
(ii) Mobilizing awareness and attracting applicants to this development programme from the vicinity of the IDCs
(iii) Developing acceptable criteria to shortlist individuals who qualify for the development programmes
(iv) Shortlisting Individuals for the development programmes (with minimal skills in target competency of focus)
(v) Executing basic skills enhancement in predetermined areas – minimum of 6 weeks, in order to achieve basic proficiency levels
(vi) Target at least 1,000 individuals in initial phase of training
(vii) Assist individual beneficiaries to incorporate, or form cooperative societies,
(viii) Assist is setting up initial operations within IDCs for an initial period of 1 year (costs not borne by Consultant)
(ix) Assist to register with the National Jobs Exchange or other respective portals to gain employment post skills acquisition training
(x) Assist to apply for GEM’s Project financing, or other financing sources in existence
Interested Providers should respond to provide the services only for one of the IDCs below.
The Expression of interest must demonstrate a reasonable training scope, to reach basic proficiency, for the Trades listed for the selected IDC. (For emphasis, a Provider may only handle one IDC, but must cover all the Trades within the IDC)

The Federal Ministry of Industry Trade and Investment (FMITI) now invites eligible Service Providers to indicate their interest in providing the Services (each provider to apply for one (1) IDC only). Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Submission of EOIs:
The prospective consultants should submit Expression of Interest detailing the following information as basis for pre-qualification:
- Profile of firm including ownership structure with full contact details;
- Identification of one IDC as identified above where the Provider has strongest capabilities
- Details of direct work experience with small businesses, or development programmes
- Evidence of excellent administrative skills relating to large complex cluster development projects
- Strong ability to raise awareness and mobilize applications for the programme
- Proof of competence in establishing strong partnerships with the public and private sector
- Knowledge of strategy development tools with analytical and management skills;
- Evidence of training in identified trades above
The attention of interested BDS Providers is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrower, Revised January 2011. A firm will be selected under Consultants Qualifications (CQ) method in accordance with the procedures set out in the guidelines: Selection and Employment of Consultant under IBRD Loans and IDA credits by World Bank Borrower, January 2011. Interested consultants may obtain further information at the address below during office hours 9:00am to 4:00pm Monday through Friday except public holidays.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
Expressions of Interest shall be in and must be submitted in five (5) hard copies (one original and four copies plus one CD Rom), in a sealed envelope clearly marked “Expression of Interest for Cluster Management Advisory Services “ must be delivered to the address below in person or by courier mail or E-mail not later than Monday 4th May, 2015.
