1.0 Background
The Ministry of Niger Delta Affairs invites Expression of interest (EOI) from reputable Companies/Consultants with requisite expertise and experience in the Operations, Maintenance and Management of Skill Acquisition Centers.
The Federal Government of Nigeria in fulfilling part of the Transformation Agenda for the Niger Delta Region has established Nine Skills Acquisition Centers located in (Akwa-Ibom, Abia, Bayelsa, Cross Rivers, Rivers, Ondo, Imo, Edo and Delta States) to facilitate accelerated and sustainable specialized vocational skills training in the field of Oil and Gas, Commerce, Tourism & Entertainment, Dredging & Marine studies and Agriculture.
These centers are at completion stage and the Ministry is desirous of engaging reputable companies, who will provide vocational skills acquisition training, maintain the facilities and mange each center efficiently in order to achieve government objectives.
2.0 Scope of Work
The scope of work shall include:
a. Operational management of the Centre to provide vocational skills training in the specialty designated for the particular center according to the curriculum provided by the ministry.
b. Facilities maintenance & management of the Skills Acquisition Center to ensure optimal utilization of installed capacity as a self sustaining facility.
c. Provision of educational resource for capacity building for the training of Niger Delta youths in the designated vocation.
d. Any other programs required for the accomplishment of government objectives in the Niger Delta region.
3.0 Qualification Requirements
Interested and competent consultancy firms are required to submit necessary documents along with the company’s profile which must include but not limited to the following:
i. Evidence of capacity to provide vocational training programme in the designated field.
ii. Evidence of previous similar management experience in the last three years.
iii. Evidence of incorporation of the company with Corporate Affairs Commission (CAC).
iv. Evidence of current Tax Clearance Certificate. (2010,2011, 2012).
v. Vat Certification/Remittance.
vi. Current Company Audited Account for the past three (3) years.
vii. Evidence of Key professional and technical staff competence including Cvs and copies of relevant certificates.
viii. A one page brief on the proposed methodology for the management of the centre.
ix. Evidence of financial capability and banking support.
x. Clear indication of Head Office address.
xi. Sworn Affidavit that none of the company’s Director is an ex- convict
xii. Sworn Affidavit that the company is not in receivership
xiii. Sworn Affidavit that no staff of the Ministry of Niger Delta Affairs is a director of the company
xiv. A Sworn affidavit to the effect that the company is capable of carrying out the services in the Niger Delta region.
xv. Evidence of PENCOM registration/remittances.
xvi. Evidence of registration/remittance in Industrial Training Fund (ITF).
xvii. The interested lease holder must provide evidence of affiliation or working relationship with Institutions that are nationally and internally accredited and recognized.
4.0 Method of Submission
Qualification documents must be submitted to the MTB Secretariat Annex, room 4A -317, 3rd floor, Federal Secretariat, Shehu Shagari Way, Abuja on or before 24th February, 2014 at 12 noon.
All submitted bids will be opened publicly by 12 noon same day at the ground floor, SGF Conference Room, Federal Secretariat Phase I, Abuja
Response to this advertisement shall not oblige the Ministry of Niger Delta Affairs to consider any firm for qualification.
(ii) All costs incurred as a response to this advertisement and any subsequent request for information shall be borne by the responding firm.
(iii) Only short-listed companies will be engaged further for submission and presentation of Outline Business Case (OBC)
