The Federal Government of Nigeria (FGN) has received financing from the World Bank toward the cost of the State Education Program Investment Project (SEPIP), and intends to apply part of the proceeds for consulting services.
The consulting services include the verification of the achievement of Disbursement Linked Indicators (DLIs) in the implementing States of Anambra, Bauchi and Ekiti for Year 2 (2014). The overall objective of the project is to support: need-based teacher deployment; measurement of student learning in participating States: and school level management and accountability. The objective of the verification exercise is to verify and validate the achievement of the Disbursement Linked Indicators (DLIs) for 2014 against agreed targets, as measured by specific agreed indicators for Anambra, Bauchi and Ekiti States.
The firm is expected to work closely with the Federal Project Support Unit (FPSU) of the Federal Ministry of Education, UBEC, and the World Bank (WB) team to ensure the timeliness, completeness, and quality of the statistical analysis, survey data collection and data entry activities.
The State Education program Investment Project (SEPIP) now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The short listing criteria include a team with competency and experience in doing evaluation/validation, surveys, data analysis, statistics, in addition to relevant experience in educational development and management. Company’s profile, track record and description of similar assignment done, general qualifications and availability of appropriate skills among staff.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers. January, 2011.
Consultants may associate with other firms in the form of a joint venture or sub-consultancy to enhance their qualifications. A consulting firm will be selected under Consultant Qualification (CQ) in accordance with the procedures set out in the World Bank’s Guidelines; Selection and Employment of Consultants by World Bank Borrowers. January, 2011.
