The Federal Government of Nigeria has received a credit from the International Development Association (IDA) towards financing Public Sector Governance Reforms Development Project (PSGRDP). Kebbi State is a beneficiary of the credit and intends to apply part of the proceeds in implementing Public Financial Management Reforms of which an effective Audit control system is a critical component. The overall objective of the project is to ensure good governance by way of promoting accountability and transparency in the utilization of public financial and human resources, with a view to strengthening governance in the State.
The following Terms of Reference (TOR) are developed for consultancy firms that are required to support the implementation of the project especially for the consultancy services for Audit reforms and development of an independent audit law.
The objective of this consultancy is to (a) Review the existing Audit law, procedures and processes and update same for improved effectiveness of the audit function and the purpose of strengthening audit independence and professionalizing it in the state (b) Produce a revised external audit manual in line with international best practices (c) Conduct training needs assessment of the staff of Office of the State Auditor General (OSAG), and provide necessary capacity building action plan for professionalising and strengthening the independence of auditing in the state.(d) Conduct a workshop on the revised Audit law and Audit manual and guidelines for the Audit Staff.
Kebbi State Public Sector Governance Reform and Development Project (PSGR & DP) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (Profile of consortium, Track record and description of similar assignment, Training experience in similar condition, general qualifications and availability of appropriate skills among staff, Training experience). The proposed assignment is expected to bring international best practice and ideas into skills enhancement. As such, eligible local firms could associate with other organisation/firm with direct experience on Audit reforms and the development of an independent Audit Law.
A consultant will be selected under Consultant Qualification (CQ) in accordance with the procedures set out in the World Bank’s Guidelines; Selection and Employment of Consultants by World Bank Borrowers. January, 2011.
