Expressions of Interest
The Federal Government of Nigeria has received a credit facility from the International Development Association (IDA) under the World Bank towards the cost of Nigeria Electricity and Gas Improvement Project (NEGIP) and intends to apply part of the proceeds of this credit to payments under the contract for Consultancy Services for Environmental and Social Management Plan (ESMP) of the Rehabilitation/Reinforcement of Awka (Anambra), Yandev (Benue), Sagamu (Ogun) and Gusau (Zamfara) 132/33kVTransmission Sub-stations.
The consulting services (“the Services”) includes:
(1) Scoping and Classification of the Project for which the ESMP is being conducted,
(2) Description of the proposed Project.
(3) Description of the Environment. (Physical, Biological & Socio-cultural environments)
(4) Audit of Existing Environmental, Health and Safety Conditions.
(5) Determination of the Potential Impacts of and Impacts on the proposed Project.
(6) Identify the potential impacts of the projects and proffer appropriate mitigation measures.
(7) Prepare a detailed plan to monitor the implementation of mitigating measures and the impacts of the projects during, rehabilitation and operation.
(8) Prepare Environmental and Social Management Plan (ESMP)
(9) Review the authority and capability of institutions at local, provincial/regional, and national levels and recommend steps to strengthen or expand them so that the ESMP may be effectively implemented
The approximate effort level for the assignment is 206 Man-Days to be completed within three (3) Calendar Months.

The Transmission Company of Nigeria – Project Management Unit (TCN-PMU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are;
(i) A firm of Environmental and Social Impact Assessors with at least 10 years experience
(ii) Experience in the field of Environmental & Social Impact Assessment and Environmental Audit in Electricity facilities
(iii) Environmental Experience in the field of Environmental & Social Impact Assessment and Audit on projects funded by the World Bank
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January, 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
