The Federal Government of Nigeria has received financing from the World Bank toward the cost of the State Education Program Investment Project (SEPIP), and intends to apply part of the proceeds for consulting services.
The consulting services include the audit of the State Education Program Investment Project (SEPIP) in the implementing States of Anambra, Bauchi and Ekiti, and the Federal Project Support Unit (FPSU). The overall objective of the project is to support: need-based teacher deployment; measurement of student learning in participating States; and school level management and accountability;
The objective of the audit is to enable the auditor express a professional opinion(s) on the financial position of the project for the 2013/2014 fiscal year, and on funds received and expenditures incurred for the relevant accounting period. The project books of accounts provide the basis for preparation of the Project Financial Statements (PFSs) by the project implementing agency and are established to reflect the financial transactions in respect of the project. The implementing agency maintains adequate internal controls and supporting documentation for transactions.
The State Education Program Investment Project (SEPIP) now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria include:
- Profile of firm/consortium including ownership structure and role of each corporate entity with full contact details of each firm.
- Track record and description of similar assignments done, general qualifications and availability of appropriate skills among staff.
- Description of roles played in at least five (5) similar World Bank External Audit jobs including technical competence.
- Experience of working in Nigeria and/or sub Saharan African.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers, January. 2011.
Consultants may associate with other firms in the form of a joint venture or sub-consultancy to enhance their qualifications.
A consulting firm will be selected under Consultant Qualification (CQ) in accordance with the procedures set out in the World Bank’s Guidelines; Selection and Employment of Consultants by World Bank Borrowers. January, 2011.
