FGN/UNDP Assisted 8th Country Programme Support
Under the FGN/UNDP Supported 8th Country Programme, NEMA in 2014 is in the process of strengthening the capacity of the Agency to coordinate, promote and participate in preparedness, mitigation and responses to threats, crisis and changes. Consequently, the Agency seeks to enhance institutional technical and coordination capacities, systems and processes within NEMA, State Emergency Management Agencies (SEMAs) and relevant Ministry Departments and Agencies (MDAs) and other stakeholders to enhance their service delivery in support of preparing for, reducing and recovering from disasters in the country at Federal, State and Local Government levels.
In view of this, NEMA is seeking technical services from experienced professionals, firms or institutions in the following
Result Areas:
Lot 1: Strengthening Risk Information Systems, Awareness and Warning
1.1 Develop National DRR Information and Communication System
1.2 Develop capacity for undertaking disaster risk identification, monitoring and assessment
1.3 Design and implement a coordinated national advocacy and awareness programme
1.4 Establish mechanisms and strengthen capacities for hazard detection, prediction and forecasting at the national, state and community levels
Lot 2: Strengthening National Disaster Management Legislation, Policies and Institution
2.1 Mainstream gender in DRM policies, planning and legal frameworks
2.2 Formulate capacity development assistance programme and compact/MOU with SEMAs.
Lot 3: Supporting Adequate Preparedness for Effective and Efficient Recovery at all Levels Government and Community.
3.1 Conduct specific disaster response and recovery management training
Scope of Work
- The consulting individuals/firms/institute would be required to undertake the assignments (per TORs from NEMA) utilizing international best practices to achieve the results listed above.
- Organize and facilitate briefing/debriefing and validation meetings and workshops, as appropriate, for stakeholders, including development organizations.
Time Frame:
1. 3-6 Calendar months from signing of contract, depending on the Lot activity bid for.
Qualification:
- Reputable individual/firm/institute with a minimum of five (5) years’ experience and work in the area of environment and Disaster Risk Management in Nigeria
- Resumes of personnel should be included in all proposals.
Submission of Proposals
Interested individuals should submit in two (2) envelopes their proposals in each lot properly labelled (e.g. Lot1-1 or Lot 2,1) – the first, a technical proposal showing the planned methodology and approach on how they intend to complete the assignment and the second the financial proposal for the assignment.
