Expressions of Interest
The Federal Government of Nigeria has received a credit facility from the International Development Association (IDA) under the World Bank towards the cost of Nigeria Electricity and Gas Improvement Project (NEGIP) and intends to apply part of the proceeds of this credit to payments under the contract for Consultancy Services for the Preparation of a Strategic Environmental and Social Assessment (SESA) on Development of Gas-fired, Solar and Mini-hydro Power Generation Plants by Independent Power Producers (IPPs) in Nigeria.
The consulting services (“the Services”) includes:
(a) Scoping
(b) Identification of Environmental and Social Impacts and Issues and Possible Mitigation Measures
(c) Description of the Regulatory and Institutional Framework and Assessment of Capacity
(d) Formulation of Recommendations
(e) Final Consultations, Review and Approval
The total duration of the consultancy shall be approximately nine (9) calendar months.

The Transmission Company of Nigeria – Project Management Unit (TCN-PMU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
The Consultant must;
(i) Be an environmental Consulting firm with at least 15 years’ experience in this field. Preferably experience in Electricity and Gas facilities;
(ii) Must have had at least 10 years international experience in the field of Environmental and Social Impact Management Planning; including Strategic Environmental Assessment
(iii) Must have participated in at least one (1) similar assignment in a World Bank financed project;
(iv) Should have some experience in Social development Consultancy – preferably in Electricity and Gas facilities;
(v) Be experienced in preparation of International Occupational Health and Safety Management plan for Electricity and Gas facilities;
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January, 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality & Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
