The Federal Government of Nigeria has received credit from the International Development Association (IDA) and grants from the European Union (EU) towards the cost of implementing the State Employment Expenditure for Results (SEEFOR) Project in four (4) Niger Delta States of the Country. The overall objective of the Project is to enhance employment opportunities access to socio economic services whilst improving the Public Finance Management system of participating states. Bayelsa State is one of the beneficiaries of the credit and intends to apply part of the proceeds for consulting services for tax reforms in the State.
The Consulting Services (“the Services”) include conducting a State-wide tax survey and the Development of Electronic Database Management System for Tax Administration in Bayelsa State.
The State Project Coordinating Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:
(a) A reputable Firm with at least five key staff, with a minimum of ten (10) years cognate experience in tax administration and, socioeconomic surveys and enumeration HR/organizational restructuring and ICT. In addition the Consultants should have experience in electronic database development and management
(b) The successful firm must have carried out a reasonable number of tax administration/restructuring reform assignments in the last five (5) years.
(c) Demonstrable evidence of experience in developing IT systems for tax administrations in Nigeria or any African country.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultant Qualification selection method set out in the Consultant Guidelines.
