Call for Innovative Proposals from Academics in Nigeria’s Tertiary Institutions
The Nigerian Communications Commission, Abuja, the regulator of the telecommunications industry in Nigeria, supports amongst other things, telecommunications based Innovations, Inventions, Research and Development from Tertiary Institutions in the country that are practical, locally realizable and have clear potential of developing the telecommunications industry.
Pursuant to this objective, the Commission invites proposals from academics in tertiary institutions that have feasible research ideas that are capable of replacing or enhancing foreign technologies that are in use in the telecommunications industry in Nigeria to help mitigate capital flight occasioned by dependence on foreign technology.
Requirements:
Interested researchers are invited to submit their proposals which must show:
1. Summary of processes and methodologies for project implementation.
2. Proof of concept of the project.
3. Potential for project to be locally realizable.
4. Potential of developing the telecommunications and related industry.
5. Detailed cost estimate for the project.
6. Profile of key research team and related peer-reviewed publications.
7. Evidence of capability of project delivery to prototype level.
8. Evidence of recent and similar research projects.
9. Detailed schedule of project implementation.
Evaluation Criteria
Listed below are some of the criteria that will be used for evaluation to determine the efficacy of the Proposal.
1. Adherence of proposal to stated requirements.
2. Clear explanation of the problem.
3. Proposed solution to the problem.
4. Novelty of the proposed research.
5. Evidence of proof of concept.
6. Proposed approach/methodology.
7. Evidence of capability of delivery.
8. Extent to which the project is realizable locally.
9. Relevance or impact of the project to the industry.
10. The competence of the team.
11. Cost reasonableness.
12. Schedule of activities.
13. Clarity of presentation and quality of technical content.
14. Integration of Research and Education.
Submissions will undergo preliminary assessment. The proposals that are adjudged promising and capable of developing the telecommunications industry will be further evaluated by another level of assessors at a presentation to be made by the sponsor/author of the proposed innovation before a decision is taken on whether the commission will fund the project or not.
