Call for Expression of Interest
Preamble:
This request for Expression of Interest (EOI) follows the General Procurement Notice for this Project that appeared in Development Business, NO. WB 2089 of 4th April 2012 and Thisday and Daily Trust Newspapers of 18th March 2014
The Federal Government of Nigeria has received a credit from the International Development Association (IDA) to finance the cost of West Africa Agricultural Productivity Programme (WAAPP-Nigeria) and it intends to apply part of the proceeds of this credit to payments under the Contract for the following consultancy services;
A. Design and Supervision of New/Renovation of Existing Building
(i) Under component 2 which is the National Centre of Specialization (NCOS), three new laboratories and one hostel for visiting scientists will be constructed while three already existing building will be rehabilitated all at the National Institute for Freshwater Fisheries Research (NIFFR), New Bussa, Niger State.
(ii) The objective of the Assignment is to develop a quality design, prepare a detailed Bill of Quantities (BOQ) and supervise old and new buildings under construction for West Africa Agricultural Productivity Programme (WAAPP-Nigeria).
(iii) The scope of work involves;
- Conducting Preliminary and detailed survey including reconnaissance, preliminary survey, final survey etc.
- Collecting inventory data and to conduct condition survey of existing building, new building to constructed and to compile the information in an acceptable computerised data base format
- Preparing plan showing the existing building, utility services (both inside and outside concrete columns), beams, suspended roof slabs, electric pipes, water pipelines, sewer lines, adjoining land and buildings etc.
- Preparing video filming on compact disc of the present condition of the building in particular to the existence of authorized/unauthorized structures on either side of the building, existing building width and pavement condition.
- Collecting Socio-economic data of the project area.
- Determining the composition and thickness of existing blocks where relevant.
- Investigating for naturally occurring materials and identify suitable quarries for these materials.
- Carrying out studies for environmental clearance requirement.
- Preparing detailed design of building in all respect including the architectural design of buildings, pavement and blocks etc.
- Preparing detailed working drawings for the building construction in line with international standard using CAD and containing all details required for execution of the project.
- Preparing Bill of Quantities (BOQ) for each identified works.
- Conducting appropriate supervision of the buildings based on approved designs.
- At every stages of request for payment by the contractor, the consultant shall prepare Valuation Certificates in accordance with the conditions of contract for the civil works
B. Study on cross Border regional trade barriers
(i) Under component 1; which is enabling conditions for sub-regional cooperation in Technology generation dissemination and adoption, a study on cross-border regional trade barriers has been approved.
(ii) The objective of this study is to identify key trade barriers focusing on trade related policies and regulation at the borders; find out other behind the border barriers hindering trade between the countries in the sub- region and suggest specific policy recommendation to address such barriers and thus help ease and strengthen trade between the countries.
(iii) The scope of the study spans through seven (7) cities of Nigeria including Lagos, Borno, Calabar, Adamawa, Niger, Katsina Kebbi and Sokoto States. Primary data will be obtained. Participatory techniques will also be used to complement data. Trained enumerators and supervisors will also be used to administer questionnaire. Secondary data will also be obtained through review of Literatures, Ministries and Parastatals.
(iv) Consultant shall have a minimum of ten (10) years post Doctorate degree in Economics, Agricultural Economics or any other relevant field. Evidence of relevant past jobs in this area is essential.
(v) It is expected that the work will last for at least four (4) months.

Expression of Interest (EOI) must be submitted in four (4) copies clearly marked. “Expression of interest” for A and addressed to the Project Coordinating Office (PCO), West Africa Agricultural Productivity Programme (WAAPP). Interested firms must provide adequate information indicating their qualification and competence to carry out the assignment as well as inclusion of evidence of similar past jobs, experience of job in similar conditions, general qualifications, availability of appropriate skilled staff and so forth.
Expression of interest for B i.e. study on cross-border regional trade barriers is expected from qualified individual consultants. Both a consultancy firm for A and individual consultants for B will be selected in accordance with the procedures set out in World Bank’s guideline. “Selection and Employment of consultants” (Jan 2011) Interested firms and individual consultants may obtain further information at the address below during office hours (9:00am to 5:00pm) on Mondays to Fridays, individual Consultants may submit their Expression of Interest with Curriculum Vitae in triplicate copies.
Expression of Interest must be delivered to the address below on or before 2nd of April, 2014.
