Ibadan Electricity Distribution Company Plc (IBEDC) is licensed by the Nigerian Electricity Regulatory Commission (NERC) to distribute power, is the largest Electricity Distribution Company in customer population in the whole of Nigeria, with franchise are covering Oyo, Ogun, Osun, Kwara and Parts of Kogi, Niger and Ekiti States.
Ibadan Electricity Distribution Company Plc is desirous of exploring the provision of Power supply from embedded power generation to meet and increase the energy requirements of IBEDC’s network. In this regard, IBEDC intends to partner with Embedded Power Generation Providers.
To maximize the capacity from embedded power supply generation, IBEDC has identified the potential Connection Points, which include, but not limited to:

Request for Expression of Interest and Pre-Qualification of Potential Embedded Generation Partners
IBEDC invites eligible and interested entities (including consortium) to express their interest by providing information on the following:
(1) Technical expertise
The Bidder must demonstrate that it employs qualified professionals who possess relevant operating experience with the size and type of generating plants.
(2) Financial Capability
The Bidder must be able to show a strong balance sheet and demonstrate a good financial track record over time with respect to its core businesses and, particularly other generating projects of a similar nature)
(3) Operating Experience
The bidder must show to have relevant experience operating electric generation facilities with similar size and type as that proposed.
General Terms and Conditions
Upon selection IBEDC will give the Preferred Bidders access to its distribution network to conduct pre-engagement assessments based on IBEDC’s proposed connection points and locations for embedded generation, Successful Bidders shall then be required to submit a detailed technical and financial proposal/ roadmap, which must consist of a model that they propose to develop, build and operate an embedded generation plant within IBEDC’ a network. These proposals will include:
(1) Technical Specifications.
(2) Visits to Proposed Pilot Sites, Points and Location for Embedded Generation.
(3) Analysis of Load Profile and Technical Losses.
(4) Marketing Analysis.
(5) Equipment Selection/Energy Demand/Fuel Identification.
(6) Selection and Choice of Power Plant Configuration.
(7) Emissions Reduction Analysis and Environmental Impact Assessments.
(8) Economic Feasibility and Financial Profitability Assessments.
(9) Draft Power Supply Agreement.
(10) Operational Project Start-up Requirements.
(11) Framework for provision of stable gas power plants that can be demobilized quickly when needed for short term arrest of outages and supply interruptions (as may be determined by IBEDC based on current commitments).
(12) Framework for building and running semi-permanent power plant in specific locations as may be determined by IBEDC.
(13) Framework for partnering with Ibadan Electricity Distribution Company Plc, for embedding between 15 to 30 MW within the franchise area.
(14) Funding Arrangements/Sources, Financial and Economic Feasibility Assessments and Comprehensive Financial Plan.
(15) Project Rollout and Timelines and
(16) Details of Technical Capabilities to be deployed in the building and operating of Embedded Generation Schemes.
Selection:
The selection of IBEDC Embedded Power Generation Providers will be guided by due process guidelines for procurement of embedded and captive power generation capacity and the Nigerian Electricity Regulatory Commission (NERC) rules on embedded Generation.
Expression of Interest must be summated in six hard copies, ONE soft copy saved in a USB Flash and delivered to IBEDC not later than 30th January 2015. Only organization shortlisted for the next stage would be contacted for a detailed proposal based on the Request for Proposal (RFP) and pre engagement assessment that will be issued to them.
Expression of Interest through Email will not be accepted nor be applicable to this process.
The Expression of Interest should be delivered in a not folded sealed envelope, marked “IBEDC EGPC” at the right corner, not later than 4.00pm on 30th January, 2015 at IBEDC Corporate Headquarters address below.
