Provision of Consultancy Services for a Feasibility Study of the Proposed Dredging of the Atlantic Ocean
EXPRESSION OF INTEREST
INTRODUCTION
Lekki Free Zone Development Company (hereinafter referred to as “the client”) the developer of the Southwest Quadrant that forms the phase 1 of the Lekki Free Zone, a company that is registered under the laws of Nigeria is seeking Expression of Interest (EOI) from reputable and capable companies to carry out a feasibility study for the proposed dredging of the Atlantic Ocean southeast of Lagos (hereinafter referred to as “the Project”).
The dredged sand will be used to backfill required areas of the Lekki Free Zone (Southwest Quadrant)
SITE LOCATION
The Southwest Quadrant that forms the Phase 1 of the Lekki Free Zone, a parcel of land of about 3,000 ha out of the total of 16,500ha of land declared as the Lekki Free Zone. Lekki Free Zone is located in the Lekki Peninsula, southeast of Lagos, Nigeria. It is bordered on the South by the Atlantic Ocean and, on the North by Lekki and Lagos lagoon. The area is a new city under development in Lagos State, and has emerged as one of the fastest developing new urban areas with an annual economic growth rate at 16.8%.
SCOPE OF WORK
The prospective consultant/service provider shall through the EOI submission show his capacity, capability and experience to carry out the project. He will also not leave any stone unturned by providing all the relevant documents and information to convince the LFZDC management that he is the right company for the project.
EXPRESSION OF INTEREST REQUIREMENTS
1. Evidence of incorporation and Full details of company profile including Certificates of Incorporation, certified true copies of Memorandum and Articles of Association and CAC Form C07 in Nigeria.
2. In case of Joint Ventures, the prospective contractor shall provide certified true copy of the Joint Venture Agreement. If the contractor is registered in Nigeria but represents an off-shore internationally established company, the contractor shall in addition to the requirement of #2, provide the full company profile and evidence of company registration of his offshore partner. The company profile should contain the full name and address of his off-shore partner, including the registered address, telephone and fax numbers, the website, etc.
3. Federal and State government license to carry out dredging exercise in Nigeria.
4 Bank reference(s) from reputable bank(s)
5. Value Added Tax (VAT) registration and evidence of immediate past remittances.
6. Audited accounts for the past three years together with associated tax clearance certificate(s).
7. Organisational structure and available work force dedicated to this project, and the verifiable CVs of the key personnel in the organisational structure.
8. Qualifications and Certificates of Main Staff.
9. Company’s CASHES (Community Affairs, Safety, Health, Environment and Security) and QA/QC policies and plans for the execution of this project.
10. Evidence of similar jobs which were successfully completed. Job completion certificates, indicating years, project locations, durations and financial values shall provide adequate evidence provided the contact address (es) of past clients are also provided.
11. Any additional information that will assist LFZDC to make better informed decision on the dredging project.
DISCLAIMER
1. Please note that this request for EOI is not an Invitation to Bid (ITB) and LFZDC reserves the right to select the invitees for the competitive bidding based on substantial and proven records of performance in the subject field activities and the submission of an EOI would not automatically warrant receipt of the (ITB) documents and LFZDC reserves the right to reject EOI delivered after the deadline indicated below.
2. All costs incurred by the prospective contractor in preparing and presenting this submission and any subsequent request for further information will be at the expense of the prospective contractor.
EOI SUBMISSION
Four copies of the Expression of Interest submission documents, which shall be sealed and marked “CONFIDENTIAL – PROVISION OF CONSULTANCY SERVICES FOR THE FEASIBILITY OF THE DREDGING OF THE ATLANTIC OCEAN should be delivered to the address given below not later than 21st January 2015.
