Tender Opportunity: Call Out Contract for the Provision of Desludging and Cleaning of Hydrocarbon

(1) Introduction
Mobil Producing Nigeria Unlimited (MPN), operator of NNPC/MPN Joint Ventures plans to engage Contractors for the Desludging and Cleaning of Hydrocarbon Tanks in its facilities for an anticipated contract term of two (2) years with a one (1) year optional renewal period. The Contract is expected to commence by the second quarter of 2016.
A total number of two (2) contracts will be awarded to the lowest and second lowest technically qualified bidders at the lowest bidder’s evaluated price in the ratio of 60:40 respectively.
(2) Scope of Work
Contractor is required to carry out Desludging and Cleaning of Hydrocarbon Tanks in MPN facilities on call out basis.
Interested companies must be able to provide the following aspects of Desludging and Cleaning of Hydrocarbon Tanks:
(A) Mobilization
- Contractor will carry out Pre-Mobilization inspection of the tank or vessel that requires desludging and cleaning. Mobilize to site all personnel workforce, equipment, materials and consumable necessary to execute the work without interruption to the project.
- Contractor shall provide all Job Procedures and Job Safety Analysis (JSA) for the service, including but not limited to: Desludging (Sludge and solids evacuation), Cleaning, Handling, transportation and disposal of sludge and other hazardous (or environmentally unsafe) waste. Work shall only commence when all required procedures are reviewed and approved by MPN.
(B) Preliminary Work
- On Completion of Mobilization, Contractor shall carry out, under strict direction from MPN Representative(s), Lockout/Tag out of all associated valves to the tank system, confirm the floating roof is resting on its support, and obtain relevant Permit to Work including cold work, Hot work and Confined Space entry permit.
(C) Sludge Evacuation
- Evacuate sludge, debris and all other solids from tanks into skips and transportation trucks, positioned near to the entrance to the tanks for transportation to incineration site. All sludge, debris and solids removed shall be weighed by MPN and a document of Duty of Care issued for onward transportation to incineration site. Contractor shall adhere strictly to all safety procedures to ensure the desludging and cleaning of the tank is carried out in a safe and friendly manner
- All work shall be executed with reference to the Waste Management Manual or any recent recommended techniques accepted by international standards subject to MPN approval.
(D) Crude Evacuation from Tanks
- Whom there is reasonable amount of crude still left in the tank to be evacuated, Contractor shall: provide functional vacuum truck, transfer pumps and adequate length of hoses to safely transfer the crude from the tank to a designated vessel or Contractor shall also provide competent and experienced personnel that shall man and operate the vacuum truck and other equipment required for the crude transfer.
(E) Crude Evacuation from Tanks
- Where there are solids in the tank that cannot be dislodged by automatic tank desludging and cleaning process, the solids shall be evacuated manually into skips or other approved waste management containers for onward transfer to disposal plant. Where contaminated soil is excavated for evacuation and disposal, Contractor shall backfill excavated portion with similar soil base materials.
(F) Tank Cleaning
- On successful completion of desludging, the tanks shall be cleaned, internally only, to remove any residual oils, wax and all other waste products prior to remedial works of welding, fitting, blasting and painting.
(G) Transportation
- All sludge and solids recovered shall be transported by certified road trucks. All sludge and solids removed shall be weighed by MPN and a document of Duty of Care issued for onward transportation to incineration site.
(H) Disposal of Waste
- Contractor shall provide a disposal procedure duly reviewed and approved by MPN Environmental Group. Contractor shall issue certificates of Incineration/Disposal to MPN on the safe disposal of waste/sludge on the total quantity of sludge / waste Disposed / incinerated.
(I) Demobilization
- Contractor shall put back in service all disconnected piping and accessories during the Mobilization phase. There shall be no sign of sludge and solids around the tank surroundings. Site must be returned to its original condition.
(3) Mandatory Requirements
(A) To be eligible for this tender exercise, interested contractors are required to be prequalified in the Industrial Cleaning Product Group 30513, Tank Bottom Sludge Treatment Product Group 30526 and Disposal and Waste Transport Product Group 30806 in the NipeX Joint Qualification System (NJQS) database. All successfully prequalified suppliers in these categories will receive Invitation to Technical Tender (ITT).

(D) To initiate the JQS prequalification process, access www.nipexng.com to download an application form, make necessary payments and contact NipeX office for further action.
(E) To be eligible, all tenders must comply with the Nigerian Content requirements in the NipeX system.
(4) Nigeria Content
Company is committed to the development of the Nigerian Oil and Gas business in compliance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian oil and gas industry shall be consistent with the level set in the Schedule to the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
NNPC/MPN JV requires their Contractors to comply with the Act, its attached Schedule and any applicable regulation developed by the Nigerian Content Development Monitoring Board.
Nigerian Content (NC) in the Nigerian oil and gas industry is defined as:
“The quantum of composite value added to or created in the Nigerian economy by a systematic development of capacity and capabilities through the deliberate utilization of Nigerian human, material resources and services in the Nigerian oil and gas industry.”
“Nigerian company” is a company formed and registered in Nigeria in accordance with the provisions of Companies and Allied Matters Act with not less than 51% equity shares by Nigerians.
Bidders shall consider Nigerian content as an important element of their overall project development and management philosophy for project execution.
As part of their submissions, Tenderers shall:
(i) Provide a description of its committed infrastructure (asset, equipment, technical office, and administrative space, storage, workshop, assembly area, repair, and maintenance, testing, laboratory, etc.) in Nigeria (offices, equipment etc.) to support this contract, evidence that 50% of all equipment deployed to work by multinational and international companies are owned by the Nigerian subsidiary.
(ii) Demonstrate that entity is a Nigerian-registered company. Provide details of its Ownership Structure. Submit certified true copies of CAC forms (C02 & C07) including memorandum & article of association. For foreign companies and multinational in alliance with a local company, submit evidence that the local company is an indigenous company and the binding agreement of the alliance duly signed by the CEOs of both parties.
(iii) Submit a plan on how it intends to give first consideration to services provided from within Nigeria, raw materials and manufactured & assembled goods of Nigerian origin, in order to comply with the requirements of the NOGICD 2010 Act, and achieve the set target(s) in the Schedule of the Act i.e. 100% of total man-hours and spend achieved with Nigerian personnel, materials, equipment and services for Industrial Cleaning, and Disposal/ Distribution and Waste Transport Services respectively. The plan must show utilization of Nigerian labour, services, Materials and Equipment for this service in order to achieve the requirements of the NOGICD Act.
(iv) Demonstrate key Management positions that are Nigerian Nationals and the percentage of the Company total workforce (direct and in-direct employees) that are Nigerians
(v) Submit a plan on how it intends to provide Human Capacity Development and Personnel Training
(vi) Provide evidence of application for Nigerian Content Equipment Certificate (NCEC) issued by Nigerian Content Development and Monitoring Board (in respect of any components, spares, equipment, systems and packages to be used on the project
Bidders’ failure to comply with the NOGICD Act or demonstrate commitment to Nigerian Content development will result in Bidder’s disqualification.

(A) Interested suppliers must be prequalified for this product/service category in NJQS
(B) Full tendering procedure will be provided only to contractors that have been successfully prequalified in NJQS
(C) This advertisement shall neither be construed as an Invitation to Tender (ITT) nor a commitment on the part of MPN to award a contract to any supplier and/or associated companies, sub-contractors or agents
(D) This advertisement shall not entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from MPN and/or its partners by virtue of such companies having been prequalified in NJQS.
(E) All costs incurred in registering and prequalifying for this and other product/service categories in NJQS shall be borne solely by suppliers
