Engineering, Procurement and Construction (EPC) Contract
- Introduction:
GE intends to build a multi-modal manufacturing, servicing, administration and training facility in Calabar, Nigeria. This is only the second such facility the Company will operate in the world, and it will function as a key part of the supply chain for the Company’s Oil & Gas and Power Generation business in the region. Known as Project Emerald, this initiative envisages the design and construction of 7 building complexes with a total footprint of approximately 31, 000m2 on a 100,133m2 plot in Calabar Free Trade Zone.
The project duration is expected from year 2014 to year 2017 in multiple phases.

3. Scope of Work
- Design
- Progress the Basis of Design (BOD) to design development and detailed construction (working) drawings stages for Architectural, Civil & Structural Engineering, MEP Engineering and other Specialist Engineering Designs and Shop Drawings/packages.
- Construction
- Execute and deliver the project within the agreed time and budget.
- Procure all materials and personnel necessary to conduct the work and complete the facility in accordance with the Project Agreement.
4. Mandatory Requirements
- Proven record of similar construction services performed in multiple large scale industrial projects with similar nature (minimum project value $50M)
- ISO 9001 certified
- Proven Insurance coverage for Professional Indemnity Liability ($5,000,000 USD)
- Performance Bond
- Company grown control processes to protect critical project success factors such as Safety, Risk, Quality, etc
- Excellent safety performance with proven safety records
- Member in professional associations serving continuous improvement and state of the art services
- Nigerian Content
“Nigerian Content is the quantum of composite value added to, or created in, the Nigerian economy through a deliberate utilization of Nigerian human and material resources and services in the exploration, development exploitation, transportation and sale of Nigerian crude oil and gas resources, without compromising quality, health, safety and environmental standards”.
“Nigerian Company” is a company formed and registered in Nigeria in accordance with the provisions of Companies and Allied Matters Act with not less than 51% equity shares by Nigerians.
GE is committed to the implementation of the Nigerian Oil and Gas Industry Content Development Act. Therefore, GE expects CONTRACTOR to maximize the opportunities for Nigerian capacity utilization and development of in-country expertise.
- Tenderers shall demonstrate 100% compliance to Nigerian Content Act and targets as set in schedule A of the NOGICD Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board.
- Tenderers shall submit an NC Plan that shall contain provisions intended to ensure that; First consideration shall be given to services provided from within Nigeria and to goods manufactured in Nigeria; and Nigerians shall be given first considerations for training and employment in such plan submitted.
As part of their submission, Tenderers shall;
- Detailed description of the location of in-country committed facilities & infrastructure (assets, equipment, storage facilities etc.) in Nigeria should be provided to support this contract or submit a credible and verifiable plan towards setting-up.
- To support this contract, tenderers are expected to show evidence that 50% of all equipment to be deployed in the course of job execution is owned by Nigerian subsidiaries.
- Ownership Structure: Tenderer shall provide details of commitment to Nigeria in the context of capital investment, infrastructure in Nigeria and personnel, including professional position and training with respect to the performance of the WORK; Tenderer to provide CAC forms C02″ and C07 and address of business.
- Nigerian Resources; Tenderer shall maximise the use of Nigerian RESOURCES -labour, materials / sub-contractor(s) / sub-supplier(s) proposed for the performance of the WORK.
- Nigerian Personnel: List of Nigerian personnel including their CV’s, etc. being proposed for the execution of the WORK;
- Tenderer is requested to submit, along with the full description of materials, services, labour and equipment in all activities planned to be utilised.
- Use of local services: Tenderer is encouraged to use local services (and show evidence of such) where these are technically and commercially acceptable.
- Tenderers should provide details of sub-contractors and suppliers to be utilised in the course of job execution ….. Details on the subcontractor or sub supplier, Name, Address not P.O. Box, Ownership structure, Registration documents, Management structure, Senior staffing situation and distribution, Service description as it pertains to the contract
- Tenderers are to provide copy of Nigerian Content Equipment Certificate (NCEC) or evidence of application to NCDMB for the issuance of NCEC.
- Innovative Proposals: Any further innovative proposals that Tenderer considers relevant for the enhancement of Nigerian Content for this Project WORK.
- Bidder’s failure to comply with the NOGICD Act or demonstrate commitment to Nigerian Content Development will result in Bidders disqualification.
