This request for expression of interest follows the update of the general procurement notice for this project that appeared in UN Development Business issue of 27th April, 2012 and in Nigerian newspapers of 27th September 2012.
The Nigeria Erosion and Watershed Management Project (NEWMAP) is designed to support the country’s transformation agenda to achieve greater environmental and economic security. The Project will address severe gully erosion problems in the short term, reduce vulnerability to soil erosion and climate variability in the medium term, and promote long-term climate resilient, low carbon development. NEWMAP interventions will address the interlinked challenges of poverty, ecosystem services, climate change, disaster risk management, biodiversity, institutional capacity and governance.
The third component of NEWMAP i.e Component 3-Climate Change Response; is implemented at federal level, and has the objective to strengthen Nigeria’s capacity to promote low carbon, climate resilient development.
Project Description
The use of large amounts of firewood in bakeries in the northern part of the country is unsustainable. A case study of Jigawa State revealed that while households and local businesses consume huge amounts of firewood for cooking energy, a dearly defined group of energy consumers are the Bakers Association with over 300 registered bakers around the state. On a daily basis, these bakeries use traditional baking chambers made of clay, which lack insulation, proper ventilation and proper combustion of firewood. The result of this is environmental health related issues and pollution to the environment.
With increasing concerns about climate change and high incidence of desertification in the North and Jigawa State in particular, the unsustainability of firewood as a fuel source remains a major cause for concern to both the Bakers Association and the state government.
Fuel efficient bakery ovens can reduce firewood consumption to a considerable level within this industry which is highly dependent on exploitation of forest resources. In conformity with subcomponent 3.B.3, the NEWMAP project in promoting energy access in rural areas through low carbon solutions, will partner with the Bakers’ Association of Jigawa State to build three pilot fuel efficient bakery ovens as prototypes for future investments by the Association.
Scope Of Work
The Scope of Work will include, at a minimum, the following elements:
- Preliminary Design: Consultant in collaboration with Bakers’ Association and FPMU will identify three appropriate locations in 3 LGAs of Jigawa State. Consultant will produce a preliminary design of three ‘Rocket Bread Ovens’, surveys, specifications and cost estimate.
- Construct the three ‘Rocket Bread Ovens with baking capacity of 256Kg, or produce up to 800 loaves of bread.
- Training workshops incorporated into the pilot project to equip local artisans with the required skills to reproduce the ovens locally to an acceptable standard (technology transfer).
- Post implantation survey and assessment to determine the efficiency, adoption and the potential for scaling up.
Submission of Expression of Interests (EOIs)
Nigeria Erosion and Watershed Management Project (NEWMAP) now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short listing criteria are:
(i) evidence showing the fields of specialty of the firm (consultant’s profile/brochures),
(ii) Evidence showing the technical and managerial capabilities of the firm in similar assignment,
(iii) availability of appropriate skills among staff, and availability of essential technology etc.).

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultants’ Qualifications Based Selection method set out in the Consultant Guidelines.
