Request for Expression of Interest (EOI) and Invitation to Tender for the Implementation of 2014 Zonal Intervention/Constituency Projects
1.0 Introduction
The Federal Government of Nigeria has provided funds in the 2014 Appropriation Act for the National Poverty Eradication Programme (NAPEP) and the Agency intends to utilise part of the funds to procure Goods, Works and Services (Zonal Intervention/Constituency Projects) in various Federal Constituencies/Senatorial Districts in some states of the Federation and the Federal Capital Territory (FCT). Therefore, the services of qualified and experienced Contractors, Suppliers and Consultants are required to procure the under-listed Goods, Works and Services.

2.0 Qualification/Eligibility Requirements
Interested and competent Contractors, Suppliers and Consultants wishing to carry out the projects listed under the three (3) Categories above are required to submit the following documents in their Technical Bids, which will be subjected to due diligence by the Agency:
- Evidence of incorporation with Corporate Affairs Commission (CAC).
- Evidence of current Tax Clearance Certificate for the last three (3) years ending in December 2014.
- Evidence of VAT Registration with TIN No. and past VAT Remittance(s).
- Evidence of issuance of Compliance Certificate to all Organisations by PENCOM in line with Pension Reform Act 2004 (as amended).
- Evidence of compliance with the amended Industrial Training Fund Act 2011.
- Evidence of compliance with the Employees Compensation Act which requires that all Employers of labour must remit 1% of the total annual emolument of their workers to the Nigerian Social Insurance Trust Fund.
- A sworn affidavit disclosing whether or not any officer of NAPEP or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
- Bidders shall not bid for more than two (2) lots
N.B: The above listed requirements (i-viii) shall form part of the Bids Evaluation Criteria and non compliance with any of the stated conditions shall result in automatic disqualification of the bidder.
- Evidence of financial capability to execute the projects (Letter from the Contractor’s Banker).
- Company’s profile with Curriculum Vitae of key Officers/Professional Personnel including photocopies of relevant +Technical qualifications.
- Verifiable evidence (Photocopies of letters of awards and completion certificates) of successful completion of similar jobs done in the last three (3) years.
- Evidence of registration with relevant professional bodies such as ARCON, COREN, CORBON, etc for CATEGORY B only.
- List of verifiable Construction Equipment indicating ownership or lease agreement for Category B only.

2.1 Interested eligible bidders may obtain further information from Procurement Department and inspect the Bidding Documents between 9.00 am to 3.30 pm (Mondays – Fridays) except public holidays at the following address:

3.0 Submission of Expression of Interest Documents (Category C)
Interested Consultants shall submit One (1) Original and One (1) Copy of their Expression of Interest (EoI) documents with the Project Category, Title and Lot No. clearly written at the Front Top Right Corner of the envelope with the Company Name behind and dropped in the appropriate Tender Box at the address in 2.1 above on or before 12.00 Noon on Wednesday, 13th August, 2014.
4.0 Public Opening of Bids (Category C)
Expression of Interest (EoI) documents will be opened immediately after the deadline for the submission of bids by 12.00 Noon on Wednesday 13th August, 2014 at the Conference Room, Atiku Hall, Block A, Head of Service, Federal Secretariat Complex, Phase II, Abuja.
5.0 Collection of Bid Documents (Categories A & B)
Bid Documents shall be collected by interested bidders from the address in 2.1 above on the presentation of evidence of payment of a non-refundable tender fee of Ten Thousand Naira (N10,000,00) only into NAPEP Account as follows:

6.0 Submission of Bid Documents for Categories A & B:
The completed Bids should be enveloped in two separate envelopes marked “Technical Bid” and “Financial Bid” and both sealed in a third envelope marked “Category (insert A or B); Lot No…… and Title of the Project” at the Top Right Hand corner with the Company’s name written behind the three envelopes and dropped at the address in 2.1 above on or before 12.00 Noon of Wednesday, 10th September, 2014. Late bids will be rejected. The envelope should be addressed to:

7.0 Public Opening of Bids (Categories A & B)
Technical Bids will be opened publicly after the deadline for submission in 6.0 above by 12.00 pm on Wednesday, 10th September, 2014 at the Conference Room, Atiku Hall, Block A, Office of the Head of Service, Federal Secretariat Complex, Phase II, Abuja. Only successful Technical bidders will be invited for the opening of Financial Bids at a later date.
7.1 This advertisement should be regarded as a public invitation to all interested bidders, Non Governmental Organisations working in Transparency, Accountability and anti-corruption areas, relevant Professional Organisations and the General Public to attend the Bids Opening Sessions.
8.0 Disclaimer and Conclusion
8.1 The National Poverty Eradication Programme will not be responsible for any cost or expenses incurred by any interested party(ies) in connection with any response to this invitation and or the preparation or submission in response to an inquiry.
8.2 The National Poverty Eradiation Programme is not bound to shortlist any Consultant or bidder and reserves the right to annul the selection process at any time without incurring any liabilities.
