2.0 Bidding Requirement
All interested bidders should submit the following:
- Company Profile
- Evidence of Registration with Corporate Affairs Commission (C AC).
- Evidence of Tax payment or Tax Clearance for the last three (3) consecutive years (2011,2012 and 2013)
- Evidence of compliance with the Pension Reform Act 2004
- Evidence of compliance with Section 6(2) of the ITF Amendment Act 2011.
- VAT Registration Certificate including TIN Number.
- Evidence of Financial Capability from a Reputable Commercial Bank.
- List of relevant and verifiable equipments for construction, where applicable.
- Three (3) Years Audited Report (2011,2012 & 2013) which must agree with the Tax Clearance Turnover.
- Evidence of Registration with Financial Reporting Council o f Nigeria.
- Profile of key staff including evidence of valid Registration of key staff / company where applicable with appropriate professional bodies: ARCON, COREN, CORBON, SURCON etc for all Building Construction, where applicable.
- Evidence of three (3) similar works with Letter of Awards, Completion Certificate or Interim Certificate/including contact details of Clients.
- Any other relevant information that will be of help in determining the firm’s suitability for the work.
3.0 Collection of Tender Document
Bidders are expected to collect Tender Documents from the Office of the Secretary, Ministerial Tenders Board, Federal Ministry of Women Affairs & Social Development, 4th Floor, Room 5A/405, Federal Secretariat Annex, Shehu Shagari Way, Abuja after payment of the non-refundable fee of N15,000.00 only; in the Ministry’s Central Pay Office (CPO), from 12 Noon on 8th of Sept. 2014
4.0 Submission of Bids
Completed Technical & Financial Bids (Two (2) hard copies each and one (1) soft copy each shall be submitted by hand in two (2) different sealed envelopes and labeled “Technical Bid” and “Financial Bid” respectively, with the company’s name indicated at the back of each envelope. Both envelopes should be sealed and placed in a third envelope with the “Project Number and Name” at the top; right hand corner and addressed to:

5.0 The Technical Bid Documents will be publicly opened in the Conference Room of the Federal Ministry of Women. Affairs and Social Development at the Federal Secretariat Annex, Shehu Shagari way, Abuja, at 12 noon, immediately after the close of Bids submission on Monday, 20th October, 2014. Only pre-qualified companies will subsequently be invited to witness their Financial Bid Opening.
6.0 Additional Information/ Disclaimer
- This advertisement that is published in the National Dailies shall not be construed as a commitment on the part of the Federal Ministry of Women A flairs and Social Development; nor shall it entitle any bidder to make any claims whatsoever or seek any indemnity from the Ministry by virtue of such company having responded to the advertisement.
- Notwithstanding the submission of any company tender data, the Ministry is neither committed nor obligated to include the company in any bid list or award any form of contract to a company or agent.
- Contractors who have worked for the Ministry or other MDAs and have history of poor performance, abandonment, termination and/or prolonged contract period need not apply.
- The Ministry may verify any or all the claims made by applicants and shall disqualify any company whose claims are found to be false.
- Late submission of bids will not be accepted.
- The final conclusion of the procurement process for all projects listed above is subject to adequate budgetary provision in the 2014 Appropriation and the evolving priority projects/prograrrnnes of the Ministry.
- Independence Observers and interested members of the public are invited for the bid opening.
8. Only the financial bid of companies that met the technical criteria shall be opened during the financial bid opening.
