Invitation to Pre-Qualify for the Construction of NNPC Zonal Hospital Complex, Port-Harcourt, Rivers State
Introduction
The Nigerian National Petroleum Corporation (NNPC) intends to construct a three-storey, 50-beds Hospital Complex for all NNPC staff within the NNPC Port-Harcourt zonal operations in Port-Harcourt, Rivers State. The Hospital Complex shall be located at the NNPC Housing Estate, Aleto – Eleme, Port-Harcourt, Rivers State. Accordingly, we require a building and construction company to carry out the construction of this hospital complex.
By this publication, competent and reputable building and construction companies are invited to submit Expression-of-Interest for the required building and construction works for this project.
2.0 Description And Brief Scope Of The Project
The scope of works to be undertaken by the building and construction company shall include, but not limited to, the following:
(i) Excavation, earthworks, carting and filling
(ii) Block and concrete work
(iii) Roofing and structural steelworks
(iv) Fixed fittings and furnishings
(v) Plumbing and drainage works
(vi) Mechanical and electrical installations (lifts, Air-conditioning, fire safety and provision of IT facilities)
(iv) Landscaping and horticulture
3.0 Submission of Expression of Interest
All companies wishing to express their interest to bid for this building and construction works shall submit relevant documentation for prequalification as stipulated in 4.0 below. Only companies that are adjudged successful shall be invited to collect tender documents for the works and services involved in the Construction of NNPC Zonal Hospital Complex at NNPC Housing Estate, Aleto – Eleme, Port-Harcourt, Rivers State as described in above.
(4.0) Prequalification Requirements
NNPC, in compliance with the provisions of the Public Procurement Act 2007 and Bureau for Public Procurement guidelines, request interested companies to submit the details listed hereunder in their prequalification bid documents:
(4.1) Full details of company profile with CAC Certificate of Incorporation in Nigeria, Certified true copies of Memorandum and Articles of Association of the Company and CAC Forms C 02 and C 07 (Particulars of Directors).
(4.2) Company Tax Clearance Certificate for the last three (3) years (2011,2012, & 2013).
(4.3) Evidence of VAT registration and Remittance.
(4.4) Evidence of compliance with Part IV, Section 16(6d) of the Public Procurement Act 2007 as it relates to PENSION (Certificate or exemption from PENCOM) and Section 1 (2) of the Pension Reform Act 2004.
(4.5) Evidence of compliance with the Industrial Training Fund (ITF) Amendment Act 2011, by inclusion of copy of Compliance Certificate from the Industrial Training Fund.
(4.6) Evidence of COREN Practicing Licence.
(4.7) Audited Account for the past three years (2011,2012 & 2013).
(4.8) Nigerian Content Plan that demonstrates the full utilization of Nigerian Labour and services with detailed description of role, work scope and man-hours in order to achieve the minimum target as set out in the requirements of the NOGICD Act 2010.
(4.9) Current and in-place organizational structure with detailed experience and skills of key management personnel with names. Provide evidence (personnel lists and positions with organizational chart to substantiate) of percentage of management that are Nigerian nationals and the percentage of the total workforce that are Nigerians.
(4.10) Detail past/present commitment to staff training and development of Nigerian personnel.
(4.11) Where the bidding entity lacks total capacity, genuine alliance with other company for the purpose of technology transfer shall be
encouraged. The alliance/joint venture shall be executed with binding Memorandum of Agreement (MOA) signed by the chief executives of both entities stating clear work-ratio between the parties and time frame for growth or transfer to be achieved.
(4.12) Evidence of Financial Capability/Bank Reference.
(4.13) Evidence of relevant verifiable work experience on similar projects in Nigeria over the last five (5) years. (Please attach job completion certificates for completed projects and status report for on-going project including year, project title, client, project value and duration, client’s contact person, phone number and e-mail address, etc.).
(4.14) List of verifiable construction equipment indicating ownership or lease agreement.
(4.15) Company full contact address (not P. O. Box), functional phone numbers and e-mail address.
(4.16) Confirm willingness to commence with the execution of this building and construction works and Services on the basis of a Letter of Intent (LOI).
(4.17) Company’s CASHES and QA/QC Policy; Demonstrable ability and verifiable evidence to handle very volatile host communities and topical community issues; Details of safety records for accidents, incidents, injuries and damages for the past three (3) years e.g. Lost Time Incidents, Down-Time etc.
(4.18) Any additional information that will enhance the potentials of the
Company.
Note: Failure to meet any of 4.1-4.7 above is a “FATAL FLAW”.
5.0 Submission of Prequalification Documents
The requested information and any supporting documents in respect of these requirements should be submitted in one original plus two duplicate hard copies and one electronic copy (CD ROM). The documents shall be in single package, sealed and marked: “Prequalification for NNPC Zonal Hospital Complex Project, Port-Harcourt”.
The sealed package should be addressed to reach the address given below, not later than 3:00pm, Friday, 19th December, 2014.

(6.0) Important Information
It must be noted that:
(6.1) Only short listed companies will be contacted.
(6.2) Late submission shall be rejected.
(6.3) Your registration on the NIPEX portal shall be an added advantage.
(6.4) Your company shall provide NNPC with a letter of Authority to verify all claims made in your submissions.
(6.5) For Joint Venture or Partnership, the previous experience being claimed may include those executed by Joint Venture or Partnership where applicable as well as the individual relevant experiences.
(6.6) Please note that this is not an Invitation To Tender. Only Companies adjudged qualified by NNPC under this prequalification procedure shall be invited to participate in the competitive tender.
(6.7) NNPC reserves the absolute discretion and right to either accept or reject any documents and it shall not be required to assign a reason for refusal to invite your company to participate in the bidding exercise or to enter any correspondence concerning the selection of any contractor for the services.
(6.8) All costs incurred by your company as a result of this prequalification exercise and any subsequent request for information shall be to your account.
(6.9) The prequalification and any related process neither creates any commitment by NNPC nor establishes any legal relationship.
