Invitation for Pre-qualification at Federal Polytechnic Idah, Kogi State
1.0 Preamble: Further to the implementation of the TETFUND year 2013 Special Intervention Projects (SIP) and years 2011 — 2014 Normal Intervention Projects (NIP), and in compliance with the requirement of the Public Procurement Act 2007, the Federal Polytechnic, Idah wishes to invite interested and competent Companies to submit documents for pre-qualification for the following projects:
A. Special Intervention Projects (SIP)
Lot 1. Construction and furnishing of one number Storey building for the School of Preliminary Studies, Continuing and Vocational Education Complex.
Lot 2. Construction of one number Storey Building, Female Students’ Hostel (i Complex.
Lot 3. Furnishing of proposed Female Students’ Hostel Complex (in Lot 2).
Lot 4. Construction of one number Storey Building for the Departments of Foundry and Metallurgy Complex. B. Normal Intervention Projects (NIP)
Lot 5. Construction of School of Business Studies Complex (Phase 1).
Lot 6. Procurement and Installation of office Furniture for School of Business Complex.
Lot 7. Construction and Furnishing of 500 capacity Lecture Theatre — Site A.
Lot 8. Construction and Furnishing of 500 capacity Lecture Theatre – Site B.
Lot 9. Construction and Furnishing of 500 capacity Lecture Theatre – Site C.
Lot 10. Procurement and Installation of 500 one number padded seats and sets of multimedia Equipment for Lecture Theatre Site A. 3
Lot 11. Procurement and Installation of 500 NO padded seats and sets of C multimedia Equipment for Lecture Theatre Site B.
Lot 12. Procurement and Installation of 500 NO padded seats and sets of multimedia Equipment for Lecture Theatre Site C.
Lot 13. Procurement and Installation of furniture for Existing Schools of Food Science & Technology (FST), General and Administrative Studies (SOGAS), Physical Planning Directorate (PPD) and Step B Offices/VVorkshop Building.
Lot 14. Procurement, Installation and Commissioning of 1 NO 1000 KVA 2 sound-proof caterpillar generator. 2
Lot 15. Procurement of two number Toyota Hillux Vans.
Lot 16. Procurement, Installation, Testing, Training of Staff and Commissioning of Science & Technology Equipment for 1 Academic Programmes.
Lot 17. Procurement, Installation and Commissioning of 2 NO. 500KVA transformers.
2.0 PRE-QUALIFICATION REQUIREMENTS
Mandatory (without which Companies will be disqualified)
(a) Expression of interest
(b) Evidence of registration with Corporate Affairs Commission (CAC).
(c) Certified true copy of memorandum and Article of Association.
(d) Coloured copies of evidence of payment of tax for the last three (3) years as at when due. (Such evidence should reflect the value of the projects undertaken by the Company).
(e) Certificate of Compliance issued by the National Pension Commission as fulfilling employer’s obligations to employees with respect to Pensions.
(f) Company’s Audited Accounts for the last (3) years 2011,2012, and 2013, duly stamped by a chartered accountant
(g) Coloured Copies of evidence of VAT registration and VAT remittances.
(h) Sworn Affidavits that:
1. All documents submitted and genuine and verifiable
2. None of the directors have been convicted in any country for any criminal offence, including fraud or financial impropriety.
3. No current or past staff of the polytechnic is a former or present Director, Shareholder, or has any pecuniary interest in the company submitting bids.
Others
(I) Evidence of payment of training contribution to Industrial Training Fund (ITF).
u) Evidence of Registration with Financial Reporting Council of Nigeria (FRCN).
(k) Reference letter from bank, stating willingness to grant a credit line of a minimum of N50 Million in order to carry out such a project (for works).
(I) Evidence of successful execution of projects of similar scope and complexity (not less than N75 Million).
(m) List of Equipment to be deployed for the project and evidence of ownership or lease.
(n) Comprehensive company profile showing proposed management team, organizational chart and Curriculum Vitae (CVs) of key personnel to be deployed on the project.
(o) Proposed Statement of Method for the Execution of the project.
(p) Health, Safety and Environmental (HSE) Policy.
(q) Quality Assurance Policy (Evidence of ISO Certification will be an advantage).
(r) Evidence of commitment to local content policy.
(s) State clearly the Company’s full name, address, GSM numbers and e-mail for ease of communication.
3.0 SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Completed documents, addressed to the Registrar & Secretary to Council, Federal Polytechnic, Idah, should be enclosed in an envelope marked: “Pre-Qualification” with the appropriate Lot and Category (SIP or NIP) at the top left hand corner of the sealed envelope, and must be deposited into the: Tender Box, Registrar’s Office, The Federal Polytechnic, Idah, on or before 12: 00 noon on Tuesday 10th February, 2015.
Bid Opening shall be at 12.05 p.m. on the same day — 10th February, 2015.
Please note:
1. The participation process in the bid does not guarantee any company the right to be selected or given any job.
2.That by the submission of Tender documents, the Polytechnic is neither committed nor obliged to award any contract to any contractor or agent.
3.That this advertisement for invitation to pre- qualification shall not be misconstrued as a commitment on the part of the Polytechnic, nor shall it entitle any contractor to make any claims whatsoever and or seek any indemnity from the Polytechnic.
4.The Polytechnic reserves the right to reject any or all bids and to terminate the selection process at any time, in public interest, without incurring any liability.
5. Any bid documents submitted after the closing date shall not be considered.
6. Only successful pre-qualified companies will proceed to the financial Tender Stage.
