Invitation for Technical and Financial Bid Exercise

1.0.     Introduction

The NMC had secured in principle a TETFund Normal Intervention Approval for the year 2009/2010 and is desirous of applying the fund in the projects stated below.

2.0     Scope of Work

The scope of work shall include but not limited to the following.

Lot 1           Construction of Tertiary Education  Printing  Press Complex.

Lot 2           Procurement and installation of Printing Press Machine and Equipment.

3.0   Pre-qualification Requirements

• Evidence   of  registration   with   Corporate   Affairs Commission   (CAC).      Copies   of Certificates   of Incorporation   and   Articles   and Memorandum   of Association should be submitted.
• 3 years Audited Accounts for 2010,2011 and 2012
• 3 years Tax Clearance Certificate for 2010, 2011 & 2012.
• Evidence of VAT registration (colour photocopy of Certificate should be submitted).
• Profile of the firm and CV of key management partners/staff  with   their   qualifications   and experience(s) clearly stated.
• Evidence of compliance with Pension Reform Act, 2004.
• Evidence of contribution to Nigeria Industrial Training Fund(ITF).
• Evidence of Registration of firm with Federal Ministry of Works and relevant Professional Bodies.
• Details of relevant verifiable experiences on similar past projects. Please attach copies of transaction document including project completion certificates.
• All relevant information concerning physical address, telephone,   fax,   e-mail   of the   company   and   its representative.
• Evidence of Financial capability (attach copy of recent Bank Statement).
• Bank Reference Letter (a letter of support from the Bank will be an added advantage).

4.0     Collection of Bid Documents

Bidding Documents will be collected from the Procurement Office, Room 106, First Floor, Administrative Building, National Mathematical Centre, Kaduna-Lokoja Expressway, Sheda-Kwali, Abuja on presentation of evidence of payment of a non-refundable processing fee of N25,000.00 (Twenty-Five Thousand Naira) only, Per Lot to the account stated below:

5.0     Bid Security

All Bidders are to enclose a Bid Security of 2% of their total Bid price in Bank Draft from any reputable Bank in Nigeria in favour of National Mathematical Centre Abuja. Unsuccessful Bidders shall have their Bid Security returned to them.

6.0     Submission of Bids

Both Technical and Financial Bids must be in separate envelopes and clearly marked appropriately and enclosed in one sealed large envelope indicating the lot and relevant project bidded for and addressed to:

The Director/CE

National Mathematical Centre,

Kaduna-Lokoja Expressway,

Sheda-Kvvali, Abuja.

The sealed documents are to be submitted to the Procurement Office, Room 106, First Floor, Administrative Building, National Mathematical Centre, Kaduna-Lokoja Expressway, Sheda-Kwali, Abuja not later than 12.00 noon of Monday 10^th February, 2014.

7.0     Bid Opening

Bid Opening shall be carried out by 2.00pm on Monday 10^th February, 2014 at the Auditorium, National Mathematical Centre, Kaduna-Lokoja Expressway, Sheda-Kwali, Abuja. Interested bidders should attend or send their representatives.

Note:

1. Late submission will not be entertained.
2. The National Mathematical Centre reserves the right to reject any document it considers to be doubtful authentically or not in line with any of the conditions stated above.
3. This notice shall not be construed to be a commitment in the part of the Centre to award any form of contract to any respondent nor shall it entitle any organization to claim any indemnity from the Centre.
4. All interested Professional Bodies, accredited NGOs and Observers are hereby invited to witness the Bid opening exercise at the time and address stated in 7.0 above.
