Invitation for Submission of Expression of Interest (EOI) for Pre Qualification in Respect Of Procurements under Year 2013 Needs
Assessment of Chanu Special Presidential Intervention – Phase I)
1. The Management of Umaru Musa Yar’adua University, Katsina hereby invites reputable and competent Companies to submit their Pre-Qualification documents for assessment in respect of execution of projects under Special Presidential Intervention – Phase 1
2. Scope of Project
The projects to be executed and for which pre-qualification of contractors is invited are listed as follows:
A. Construction of New Facility – Lecture theaters and Lecture Rooms
- i. Construction of Lecture Rooms
B. Construction of New Facility Hostel
- Construction and furnishing of Female Hostel
- Construction and furnishing of Male Hostel
- Construction and furnishing of Postgraduate Hostel
- Procurement, Installation of Equipment, Networking and Furnishing of PG Hostel
C. Construction of New Facility:
- Construction of Computer Based Test (CBT) Laboratory
3. Technical Bid:
The pre-qualification documents should include: –
a) Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC);
b) Evidence of current registration with Umaru Musa Yar’adua University, Katsina in the relevant category;
c) Company’s Current Tax Clearance for the last three (3) years (2011-2012 and 2013);
d) Company audited account for the last three (3) years (2010-2012) including annual turn – over;
e) VAT registration and evidence of remittance in the last three (3) years (2010-2012) to be attached;
f) Evidence of Financial Capability to execute the project. Bank reference and a letter of commitment to provide credit facility for the execution of the contract if eventually won;
g) List of similar, verifiable and successfully executed projects or ongoing by the Company with letters of award and completion certificates, in the last three years (2011, 2012, and 2013) only. Letters of award and interim certificates of payment should be attached for projects that are ongoing. Photographs or a list of jobs without evidence will not be assessed. Only contractors who have executed works above N400M for Lots B i – iii AND nl00M for the remaining Lots are eligible to apply;
h) List of Managerial, key Technical and Administrative Staff of the Company which should include names, curriculum vitae and copies of certificates for each key staff;
i) List of Equipment owned or on lease-hold by the company relevant for smooth execution of the project. Evidence of ownership and pictures with company Logo is an added advantage;
j) Evidence of remittance of pension contribution for staff of the company from reputable Pension Funds Administrators (PFA) as provided in section 16, subsection 6(d) of the Public Procurement Act, 2007;
k) A sworn affidavit indicating that all documents submitted are genuine, verifiable and that no Officer of Umaru Musa Yar’adua University, Katsina is a former or present director or shareholder of the company;
l) A sworn affidavit that none of the directors have been convicted in any country for any criminal offence including fraud or financial impropriety;
m) Evidence of community social responsibility (if any),
n) Scanned copies of (a), (b), (c) and (e) above would be required and not photocopies. Original documents should be available for sighting on demand during or after the opening of pre-qualification documents;
- o) Evidence of compliance with the provision of the Industrial Training Fund Amendment Act as stipulated in Section 6( 1) – (3) for year 2013; and
p) Letter of consent from professionals to be engaged on the project.
4. Submission of Pre-Qualification Documents
The pre-qualification documents should be in wax – sealed envelope with “Prequalification as Contractor” written at the top left hand corner.
All documents should be addressed to:

Katsina, and should be hand – delivered not later than 12 noon 10th January, 2014
5. Opening of Prequalification/Tender Documents
Pre-qualification and tender documents will be opened on 10th January, 2014 at 12.30pm at the Umaru Musa Yaradua University, Katsina Room C101 First Floor, Senate Building. Interested members of the public and intending contractors are hereby invited
6. Please Note
(a) Submission of pre-qualification documents to Umaru Musa Yar’adua University, Katsina is neither a commitment nor an obligation to award contract to any Contractor or his agent.
(b) Advertisement for invitation for submission of documents for Pre-qualification should not be construed as a commitment on the part of Umaru Musa Yaradua University, Katsina nor shall it entitle any Contractor to make any claims whatsoever or seek any indemnity from Umaru Musa Yaradua University, Katsina.
(c) Due diligence would be followed as all documents submitted would be verified. Past executed works, contractors’ offices, plants and Equipment may be visited for verification. Any discrepancies found would summarily disqualify the Contractor.
